    Description

    The General Services Department – Facilities Maintenance Division is responsible for maintaining critical City of Norfolk buildings and systems, ensuring safe, reliable, and efficient operations across diverse facilities. Within this division, the Central Energy Plant (CEP) team supports and services key downtown facilities including City Hall, the Slover Library, the School Administration Building, and the Norfolk City Jail. Staff at CEP play a vital role in keeping these essential government and community facilities operating safely and effectively.

     

    The Maintenance Mechanic II – Central Energy Plant performs hands-on building and mechanical maintenance for multiple City facilities supported by CEP. The incumbent responds to service requests, completes corrective and preventative maintenance, and assists contractors as needed by providing site access, locating equipment, and serving as a liaison with building staff. This position requires strong mechanical aptitude, versatility across building systems, and the ability to interact professionally with City employees, jail staff, contractors, and the public. The role involves working both independently and as part of a team, troubleshooting and repairing equipment, and documenting all work through the City’s computerized work order system.

    Essential Functions

    + Performs routine and corrective maintenance on pumps, motors, plumbing, lighting, and other building systems.

    + Troubleshoots and repairs basic electrical, HVAC support equipment, and mechanical issues as assigned.

    + Conducts preventative maintenance to ensure reliable operation of equipment and systems.

    + Escorts contractors and vendors through secure facilities, including the Norfolk City Jail, ensuring compliance with safety and security protocols.

    + Assembles and moves office furniture or equipment as needed within covered facilities.

    + Responds to service requests via radio or work order system and complete assigned tasks promptly.

    + Utilizes the City’s computerized work order management system (Asset Essentials or equivalent) to receive assignments and document work performed, hours, and materials used.

    + Communicates effectively with supervisors, co-workers, and building staff regarding the status of repairs.

    + Ensures all work is completed in a safe manner, following OSHA and City safety guidelines.

    + Maintains tools, equipment, and assigned work areas in clean and safe condition.

    Education/Experience

    High school diploma or GED equivalent.

     

    At least two years of hands-on experience performing general building or mechanical maintenance. Basic knowledge of pumps, motors, plumbing, and electrical troubleshooting. Proficiency using computerized maintenance management systems (CMMS), preferably Asset Essentials (formerly Facility Dude), or a similar system.

     

    Prior experience working in secure facilities or government buildings is strongly preferred.

    Work Schedule:

    + Schedule will be Monday-Friday from 7am-3:30pm. Occasional overtime work will berequired due to facility emergencies and/or contractor work scheduling.

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
