    Summary This position is part of the WAPA-SNR-Sierra Nevada Region. As an Interdisciplinary Engineer, you will be responsible for power resources planning, evaluation and interpretation of hydrological forecasts, scheduling, and portfolio management to serve SNR's customers and the Federal load obligations; development, maintenance, and strategic decision making for power procurement. **THIS IS NOT A REMOTE POSITION. YOU WILL BE REQUIRED TO BE PHYSICALLY PRESENT AT THE FOLSOM, CA DUTY LOCATION.** Responsibilities As an Interdisciplinary Engineer, you will: Coordinate, plan, oversee engineering and equipment resources, commitments, and work arrangements. Serve as SNR hydropower subject matter liaison. Formulate, establish, interpret, report, advise about DOE/WAPA/SNR hydropower operations activity policy, guidelines, and standards. Serve as consultant and expert advisor for proposed and existing SNR facilities plans, and coordinated operations activities. Investigate and resolve CVP power system problems and conditions impacting costs, efficiency, safety, and performance. Serve as an expert technical advisor for all aspects of SNR water resources and hydroelectric power production planning, operations, design, and engineering. Advise the Resources Team as Contracting Officer Representative for technical support service contracts. Work with interconnected utilities and various transmission stakeholders to optimize asset management, lifecycle operations, and emergency preparedness. Develop, analyze, and update power flow models for different load scenarios. Serve as SNR Engineering water and power resource modeling planning, scheduling, portfolio management, Federal load obligations subject matter expert. Consider regulatory, contractual, bilateral market, California Independent Operator (CAISO) markets, transmission availability, Western Electricity Coordinating Council (WECC) scheduling practices, and other factors to forecast load, schedule, and make strategic power procurement decisions. Advise about, collaborate, development of short- and long-term plans, cost-sharing agreements, grants, interagency partnerships considering available resources, required services, and associated costs, ensuring efficient use of DOE/WAPA/SNR resources and customer satisfaction. Interact with numerous external customers, ensures electric utility industry compliance, allocates internal and external resources, and assumes WAPA/SNR liability accountability. Act as a technical liaison with Reclamation and the State of California in the areas of hydrology and power resource planning and criteria, particularly with Reclamation's Central Valley Operations Office. Develop operational methods and procedures, technical studies, and coordination required for the marketing, planning, and operation of complex multipurpose water resource hydroelectric power projects in SNR's markets. Qualifications QUALIFICATIONS: Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) In addition to meeting the Individual Occupational Requirements for the 0810/0850 series, applicants must meet the specialized experience below. GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. Specialized experience for this position is defined as experience in all of the following: Providing technical support for engineering studies, operating plans, data requests, and audits as required by NERC Standards, Regional Entity Standards and the Reliability Coordinator. Analyses of hydropower system operations improvements, power bypass operations, load forecasts, resource scheduling, outage management, and settlement of energy imbalances and transmission losses. Developing and/or applying policy, procedures, guidelines, and standards associated with power resource planning, computational models, and performing load forecasts. GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as experience in all of the following: Using the theories, principles, and methods in hydroelectric power production operations and operational and infrastructure planning involving management of water resources for optimum power benefits. Using water and power system concepts and techniques for the purposes of optimizing hydropower generation, with consideration of factors such as water rights, fish and wildlife restoration, water supply, irrigation, navigation and water quality. Advocacy of solutions to address controversial, significant water resource and hydroelectric power production purpose, cost, size, planning, design, construction, and operational issues. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
