    Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a ARCHITECT/ENGINEER (Title 32), Position Description Number D1551000 and is part of the IL 182 AW, National Guard. Responsibilities As an ARCHITECT/ENGINEER (Title 32), GS-0808-12, you will perform planning development necessary to accomplish architecture and engineering functions for programs essential to state Air National Guard daily operations, training, and readiness missions. Major Duties - This is NOT an all-inclusive list: Perform acquisition, construction, maintenance, repair, and operation of real property facilities. Provide management, engineering, and other support work related to facility operations. Furnish snow removal, pest control, fire prevention, and engineering services activities. Prepare or direct the preparation of engineering and architectural drawings, specifications, and cost estimates. Review architectural drawings, sketches, and specifications for adequacy, constructability, and compliance. Exercise authority in planning, directing, and coordinating architectural and engineering activities. Apply engineering concepts and technical calculations to resolve problems in civil, mechanical, electrical, or general engineering. Utilize program and planning documents in determining facility requirements. Participate as a technical consultant in conferences with Architectural-Engineering firms. Provide technical instructions and information on engineering requirements to subordinate personnel. Analyze operational trends and forecast facility and engineering requirements. Resolve complex design and construction problems in coordination with engineers, contractors, and stakeholders. Identify and discuss problems as well as corrective actions with leadership and staff. Develop engineered solutions to technical problems beyond the ability of subordinates. Reprogram activities to meet changes in mission and objectives. Plan, schedule, and assign work for engineering projects and facility programs. Oversee development and time phasing of maintenance and construction programs. Coordinate acquisition and use of money, manpower, equipment, and material for projects. Direct establishment and maintenance of record drawings, project files, and budget data. Develop and maintain effective staff relationships with base and tenant organizations. Requirements Conditions of Employment IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. May be required to successfully complete a trial period. May be required to successfully complete a supervisor probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. This position requires and is contingent upon maintaining current registration/licensure as a professional architect by a State registration board. Failure to obtain or maintain registration may result in removal from the position. May be a commissioning opportunity. Applicants must meet all eligibility criteria for commissioning in the Air National Guard (ANG) at the time of appointment. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer Only - May be a commissioning opportunity - May not exceed the rank of 2d Lt. BASIC REQUIREMENTS: MUST posses one of the following, Degree in Architecture: A bachelor's or higher degree in architecture that includes at least 60 semester hours in architecture or related disciplines, with 30 semester hours in architectural design and 6 semester hours in each of the following: structural technology,properties of materials/methods of construction, and environmental control systems. OR a bachelor's or higher degree in architectural engineering (or another closely related field) may be accepted if the completed coursework provided knowledge, skills, and abilities substantially equivalent to those specified above for an architecture degree. - OR - Combination of education and experience: College-level education, training, and/or technical experience that together provided: A thorough knowledge of the arts and sciences underlying professional architecture, and a good understanding (theoretical and practical) of architectural principles, methods, and techniques and their applications to design and construction. If lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated a thorough knowledge of the fundamental principles and theories of professional architecture. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess at least one year of experience equivalent to the lower grade level in the Federal service in order to be considered for this position. This experience must include: Applying professional architectural knowledge to design,develop, and evaluate building projects or major facilities. Preparing detailed drawings, specifications, and cost estimates, and reviewing plans for compliance with codes and regulations. Providing authoritative advice and guidance on architectural standards, criteria, and technical issues.Coordinating with engineers, contractors, and other professionals to resolve complex design and construction problems. Reviewing and evaluating completed work for technical adequacy, safety, and regulatory compliance. SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess experience in managing the function of work to be performed; Experience that includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words.
