This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
This position provides legal counsel to the Office of Transit and Active Transportation (OTAT) and supervises its Grant Agreements Unit. It ensures legal compliance and efficient contract coordination for state and federal transportation programs related to transit, shared mobility and active transportation. The role serves as OTAT’s primary legal liaison with internal MnDOT offices and federal agencies, represents the office in legislative and regulatory settings, and may oversee administrative rulemaking under the Minnesota Administrative Procedures Act.
Minimum Qualifications
Possess a Juris Doctorate from an American Bar Association-accredited law school and be licensed to practice law in Minnesota.
AND
Two years of professional supervisory experience OR three years advanced professional real estate or environmental law experience that demonstrates:
+ Legal drafting skills sufficient to draft complex contracts;
+ Legal analysis skills sufficient to comprehend case law, statutes, and regulations and to apply findings to specific facts and circumstances; and
+ Client counseling skills sufficient to provide complex information.
Preferred Qualifications
+ Experience supervising staff.
+ Experience with government programs and regulations.
