Job Description:

+ The Business Data Analyst understands business objectives and challenges, identifies alternative solutions, and conducts studies and cost-benefit analyses of those alternatives. The analyst evaluates user requirements, procedures, and issues to automate processes or enhance existing computer systems.

+ They collaborate with personnel across organizational units to analyze current operational procedures, identify problems, and gather specific input and output requirements—such as data input formats, data summarization methods, and report formatting. The analyst documents detailed descriptions of user needs, program functions, and the steps required to develop or modify computer programs. They also review system capabilities, specifications, and scheduling constraints to determine whether requested programs or changes are feasible within the existing infrastructure.

Additional Job Details:

+ The Business Data Analyst will primarily focus on analyzing existing business requirements to understand current functionalities, data flows, and pain points.

+ This understanding will be used to elicit and write comprehensive business requirements for new systems or enhancements.

+ Translating complex business needs into clear, actionable requirements.

+ Writing Epics and User Stories, including acceptance criteria, to effectively communicate functional and non-functional requirements to development and QA teams.

+ Collaborating closely with business stakeholders, product owners, and technical teams to ensure alignment between business objectives and system capabilities.

+ Documenting current-state processes and identifying opportunities for process and system improvements.

+ Strong data analysis skills, excellent communication, and interpersonal abilities are essential for facilitating workshops, gathering information, and presenting findings to diverse audiences.

Required Skills & Qualifications:

+ Minimum 8 years of hands-on experience as a Business Data Analyst in the IT industry, demonstrating strong analytical and documentation skills.

+ 8 years of experience collaborating with technical and non-technical teams to analyze complex, data-driven business problems and recommend actionable solutions.

+ 8 years of experience designing and optimizing data workflows and data management processes using modeling or mapping tools.

+ 8 years of experience writing Epics and User Stories, including acceptance criteria, to communicate requirements effectively.

+ 8 years of experience creating and maintaining data-related documentation, including data dictionaries, business requirement documents, and data mapping specifications.

+ 8 years of experience leading data-focused meetings and interviews, documenting outcomes, and resolving data-related issues.

+ 8 years of experience designing and presenting visual data models and dashboards to communicate trends, performance, and project timelines.

+ Bachelor’s degree in Data Science, Computer Science, Information Systems, Business Analytics, or a related field (or equivalent experience).

Preferred Skills & Qualifications

+ Strong multitasking abilities with the capacity to manage multiple data projects or assignments concurrently.

+ Working knowledge of eligibility rules for SNAP, Medicaid, and TANF programs, with experience interpreting and applying state and federal guidelines.

+ Proven experience interpreting and applying policy within an integrated eligibility case management system.
