Duties Description Duties include, but are not limited to:• Lead small and medium size projects and ensure that all are delivered on time, in scope, and within budget;• Develop project management plans, e.g. scope, schedule, risk, resources, change, communications, and quality;• Define scope including identifying and clarifying the business need, define project goals, identify what is in and what is out of scope, project constraints, and key deliverables;• Develop a project schedule using MS Project including define tasks, identify dependencies, assign resources, estimate effort, identify critical path, and control schedule;• Direct and manage the work defined in the project management plans;• Record and report project schedule progress, as well as compile project reports and communicates project status;• Create change requests, manage the impact of change requests, and communicate decisions;• Manage communications to ensure that everyone involved and interested in the project is kept informed;• Perform risk management throughout the project lifecycle to minimize impact to the project and escalate to management as appropriate;• Review deliverables, document project closure, transition to operations, and archive project records for use on future projects;• Design, develop and refines project management templates and process improvement to support adoption of DMV’s project management methodologies;• Train and mentor project managers, team members, and sponsors in the project management function, importance, and plan development techniques; and• Perform the full range of supervisory duties.Project Managers must have the ability to:• Effectively communicate and share project vision with project teams, sponsors, and executive level managers using a variety of tools including reports, presentations, email and other collaboration tools;• Provide strong leadership for project teams;• Organize, prioritize and document their own and their project teams’ work;• Negotiate within and outside the organization;• Manage teams to align the team members, sponsors and stakeholders with project goals by clarifying roles and responsibilities, delegating work, handling conflict, evaluating performance, and coaching team members;• Create a project timeline and maintain the deadlines throughout the project lifecycle;• Identify, communicate, document risks and develop plans for mitigating identified risks;• Apply structured problem-solving skills by gathering information/data and presenting solutions;• Apply structured change management processes to convey and obtain approval on project changes;• Promote a professional and collaborative work environment;• Communicate effectively in writing – particularly when communicating complex/technical concepts; and• Adapt to changing priorities and effectively communicate to the project team.
Minimum Qualifications To be eligible for the Project Manager 2, G-23 position you must meet one o the following conditions as detailed below:NY HELPS*: A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM) may substitute for two years of experience or a Project Management Professional (PMP) may substitute for three years of experience.Transfer:One year of permanent, contingent-permanent, or 55b/c service allocated to a G-21 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law, or currently serving in the title and eligible for reassignment. Reinstatement:If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period. 55b/c Appointment:This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application. *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
