Duties Description The Office of Mental Health (OMH) is recruiting to fill a Program Research Specialist 2 position, G-23, position in the Office of Planning & Quality Management. Under the direction of the Director of Workforce the Program Research Specialist, will serve as the Evidence Based Practices Education and Research Coordinator in the Office of Planning within the NYS Office of Mental Health. The incumbent is responsible to develop academic affiliation agreements with Schools of Social Work and Mental Health Counseling Schools each year to expand the number of graduate students being trained in evidence-based treatments for individuals with mental illness to work in the public mental health system as a Licensed Master Social Worker, Licensed Clinical Social Worker or Licensed Mental Health Counselor. The Program Research Specialist will also serve as the social work registered apprenticeship coordinator. The incumbent is responsible for coordinating the social work apprenticeship with the Department of Labor, SUNY, schools of social work, and provider agencies to implement this initiative. Duties of the position include but are not limited to:• The incumbent will promote partnership through affiliation agreements with regional academic institutions, to further social work and mental health counselor evidence-based practice educational development for treating individuals with mental illness. • Develop plans through each academic year to incorporate the administrative components of the internship placement program while continuing to develop essential relationships with academic partners (Schools of Social Work and Mental Health Counseling). o Develop a separate children and adolescent track for students.• Coordinate with academic affiliation universities and other academic institutions specific to increasing the number of social work and licensed mental health counselor programs participating. o Review and update memorandum of agreement forms, end of year reporting forms, and data entry and management. o Ensure academic institutions meet obligations under agreements.• Manage the student placement spreadsheets and update placement information. • Recommend, prepare, monitor, and disseminate student metrics for participants of the programs. Update and use systems to evaluate and monitor school and student performance on an annual basis. Analyze and summarize factors relative to the program and report out on this information.• Attend and facilitate faculty meetings, noting curriculum changes or updates and dissemination of the information to students. o Develop Colloquia for Joint Colloquia tracking and disseminate this information o Provide implementation support to faculty for all aspects of projects. o Participate in orientation of new faculty directors and teaching faculty including provision of resources and support functions.• Identify new program needs, considering goals of the Office of Mental Health, the needs of the public mental health system, and other relevant conditions and workforce trends.• Collaborate on development of any evidence-based treatment in-service education and training designed to increase the mental health knowledge, skills, and competencies of social work and licensed mental health counselor students for treating individuals with mental illness.• Lead research and apply for research grants to provide resources to strengthen and enhance career ladder programs that advance social work and mental health counselor students. o Develop apprenticeship program in coordination with the Department of Labor.• Promote public-professional linkages that provide professional development and educational opportunities, advance practice, and bring visibility to the critical role of social work and mental health counselors in the public mental health system.• Arrange for student award certificates acknowledging completion of the program, including design modifications, verification of names for schools and awardees and providing certificate to schools.• Connect graduating students with information on available jobs for project jobs lists. • Participate in development of promotional and recruitment materials such as webpages, brochures, PowerPoint presentations and other materials.
Minimum Qualifications NY HELPS:A bachelor's degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling, plus three (3) years of professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of program operations. Preferred candidate will have an additional one year of experience in developing curricula and/or in disseminating and implementing evidence-based practices for social work or mental health counseling; will have experience in designing, implementing, and monitoring partnerships; will have experience in developing successful RFP applications as well as in experience monitoring budgets and outcomes. Transfer Opportunity: Candidates must have permanent status as a Program Research Specialist 2, G-23, and be eligible for lateral transfer, OR be eligible for transfer via 70.1 of the Civil Service Law.

At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
