Summary This position is located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Hines VA Medical Center located at 5000 S. 5th Ave, Hines IL, Office of the Chief of Staff. Responsibilities This position serves as a Non Supervisory Prosthetic Representative at the Edward Hines, Jr VA Hospital is responsible for administering and/ or directing the P&SAS program at this station and at the clinical based outpatient clinics (CBOCs), except for the supervisory and purely based clinical aspects of the program. The following information describes the special responsibilities and characteristics present in the position at this station. Position is required to travel between CBOCs (if applicable), patient homes and vendors. A driver's license is required. The duties of the Non-Supervisory Prosthetic Representative are to administer or perform work concerned with rendering prosthetic and sensory aids services to disabled patients. Included in this series is such work as: (1) Planning, developing, and directing a Prosthetic and Sensory Aids Program at the national, VISN or local level; (2) Serving as an advisor to clinicians with regard to selection, prescription, and acquisition of prosthetic devices involving furnishing information concerning such matters as new developments in the field of prosthetics and sources of supply for such devices; (3) Interpreting prescriptions of clinicians in order to make certain that proper prosthetic devices are selected for, or by, the patients; (4) Authorizing the purchase, fabrication or repair of prosthetic devices; (5) Maintaining continuous liaison with manufacturers and dealers of prosthetic supplies, inspecting their facilities and services. (6) Participating in investigative/research project studies by selecting patients as pilot wearers of newly developed prosthetic items, evaluating the usefulness of such items and compiling of data; (7) Giving technical and administrative advice and assistance on prosthetic problems to other facilities. This work requires the application and interpretation of laws concerning benefits available to disabled patients and of the regulations, procedures and practices based thereon and, in addition, a specialized knowledge of the medical and psychological problems directly related to the use of prosthetic devices; and a specialized knowledge and understanding of the fabrication and satisfactory fitting of prosthetic devices. The administrative aspects of the work require an understanding of statistics, budgeting, contracting, procurement, human resources, the National Prosthetic Patient Database, inventory management and a knowledge of the Prosthetic national software package. Assists the Chief of PSAS with the financial aspects of the service, including preparation of the budget, determining priorities and efficiency measures, evaluating equipment needs, analyzing historical spending trends and forecasting future needs. A Prosthetic Representative must have analytical ability, social awareness, tact and diplomacy, and good communication skills. He/she must possess knowledge of established management principles, concepts and methodology to identify, analyze and resolve managerial and administrative issues or problems of a procedural or factual nature. The Representative must be able to anticipate the need for action. He/she must also possess the ability to deal effectively with individuals and groups and to adjust to difficult or stressful situations. In the absence of the Prosthetics Manager, the incumbent assumes responsibility for the administrative functions of the department. This includes representing the Prosthetics Service at the Director's meeting, Administrative Executive Board and other essential meetings. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Three years of experience that demonstrates: knowledge of accounting methods; ability to analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computers software packages for word processing, spreadsheet development, and database management; ability to compile, research, analyze, comprehend, and apply information or data; and ability to work as a team member in a group setting.--OR- Education: Education equivalent to a bachelor's degree from an accredited university or college. --OR-- Experience/Education Combination: Equivalent combinations of experience and education are qualifying. GS-5 Grade Requirements: None beyond the basic requirements. GS-7 Grade Requirements: Experience. In addition to the basic requirements, 1 year of experience equivalent to the next lower grade level (GS-5). In addition, the candidate must demonstrate the following KSAs: Ability to understand and apply procedures, regulations, and laws; Knowledge of procurement practices; Knowledge of appropriations and obligations relating to accounts; Knowledge of general anatomy and medical terminology; and Knowledge of principles and practices of budget formulation and execution. -OR- Education. Advanced Entry Level Placement which criteria is described in the questionnaire. Appropriate bachelor's degrees include business; those in a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, orthotics, prosthetics, nursing, etc.; public administration; health administration; or those in related courses of study. Transcripts Required GS-9 Grade Requirements: Experience. At least one full year of experience equivalent to the next lower grade level (GS-7). In addition, the candidate must demonstrate the following KSAs: Ability to maintain and control an inventory system; and Knowledge of methods to identify trends and causation factors sufficient to analyze prepared data and gather information to inform and advise management. -OR- Education. Education equivalent to 2 full years of progressively higher level graduate education or master's or equivalent graduate degree from an accredited university or college in the field of business; a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, nursing, etc.; public administration; health administration; or those in related courses of study. Transcripts Required. GS-11 Grade Requirements: Experience. At least 1 year of experience equivalent to the next lower level (GS- 9). In addition, the candidate must demonstrate the following KSAs: Knowledge of prosthetic programs related to at least 2 specialty programs such as Spinal Cord Injury Unit (SCIU), Blind Rehabilitation Center (BRC), Traumatic Brain Injury (TBI), Home Based Primary Care (GBPC); Driver Rehabilitation Training, Orthotic and Prosthetic Laboratories, Optical Laboratories, or Prosthetic Implants; Ability to advise clinicians on the selection, prescription, and acquisition of a full range of prosthetic devices; Ability to maintain liaison with prosthetic supply manufactures and dealers by inspecting their facilities and services, and participating in the award of prosthetic appliance contracts by providing advisory services to contract specialists; and Knowledge of investigative/research studies for newly developed prosthetic items in order to select pilot wearers, and compile data on item's usefulness. -OR- Education. Education equivalent to 3 full years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree from an accredited university or college in the field of business; a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, nursing, etc.; public administration; health administration; or those in related courses of study. The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-5 to GS-11. Physical Demands: Prosthetics Department functions primarily within VA medical facilities; environmental exposures and physical demands vary across the health care systems. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued sitting, with intermittent bending, pulling, and pushing. Movement between work areas within the health care system is expected. Occasional lifting of objects < 20 pounds may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing appropriate to the health care environment. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, and can shift priorities based on patient and department needs.
