Summary This position is located in Lakewood, CO. The Health System Specialist is responsible for developing data capture, data reporting, predictive modeling, while designing studies, predictive models, and organizational strategies for identifying opportunities to improve clinical services for the VET-HOME program. Responsibilities Major Duties included but not limited to: Recommends changes in methodology and approach based on evaluation results. Monitors quality indicators designed to prevent erroneous transactions and ineffective work practices and to verify adherence to quality plans and requirements. Supports evaluation, analysis and/or control of the records management systems. Provides technical advice and assistance to staff regarding records management. Designing studies, training programs, and organizational strategies for identifying opportunities to improve customer and clinical service and process quality. Establishes protocols for tracking and management of incoming data. Present both written and oral recommendations of analyzed problems, data analysis results and predictive modeling while taking into consideration the wide range of factors and requirements that affect the management of health care delivery systems. Develops data capture and reporting procedures using EHRM platforms. Retrieves data from data sets to provide routine data reports for leadership and management teams and develop/maintain operational and reporting dashboards. Classifies data to identify categorical clusters based on input data to satisfy predictive modeling. Works closely with VET- HOME and HOME's leadership to tack office budget fund control points for VET- HOME. Analyzes key steps in business practices to identify potential for significant quality process improvement. Identifies indicators, progress measures, objectives, and emphasis areas for the attention of operating managers and staff. Performs in depth analysis of work processes and service delivery practices to identify reasonable and efficient quality measures. Conducts routine records management surveys. Provides technical advice and assistance to staff regarding records management. Collaborates with staff and other offices to achieve mutual operational objectives. Plans, organizes, directs, staff, coordinates, reviews, and evaluates VET- HOME processes to meet expectations or exceeds VHA practices and standards to improve quality, effectiveness, and efficiencies of customer relation, internal controls, and operations. Participates in the establishments of and revisions of VET- HOME's policies and procedures. Receives and processing data and reporting in accordance with established procedures. Reviews for completeness and accuracy and enters pertinent information into tack system/ database. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements (IOR): The 0671 Occupational series has an IOR that must be met: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to analyze problems and present both written and oral recommendations taken into full consideration the wide range of factors and requirements which affect the management of health care delivery systems. Knowledge of predictive modeling with the ability to create, test, and confirm models through statistical analysis. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of telehealth program effectiveness and/or organizational productivity. Knowledge of a wide range of administrative and clinical concepts, principles of health care delivery systems for telehealth services, with emphasis on program planning and evaluation, resource management, communication and education. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level..
