    Summary This position is located under the Facility Management Services of the North Florida/Sought Georgia VA Healthcare System. North Florida South Georgia Veterans Health System is a comprehensive, multidisciplinary medical and surgical facility, classified as a Level 1A Complexity.. Responsibilities The Supervisory Biomedical Equipment Support Specialist (BESS) works in support of the Biomedical Engineering Department by providing leadership, guidance and supervision among assigned employees. Additionally, the Supervisory BESS provides technical and administrative support to staff, technicians, and administrators for all matters of concern relating to the facility wide lifecycle management of medical equipment. Biomedical support requires the application of engineering concepts to provide lifecycle management and technical support of diagnostic, therapeutic devices, monitoring, and other equipment utilized in the practice of medicine, and to improve health service delivery systems for communities and within individual VA facilities (medical centers, outpatient clinics, and domiciliaries). Duties of the Supervisory Biomedical Equipment Support Specialist include, but not limited to: Lifecycle management of all medical systems such as imaging, life support, dialysis, and monitoring to include physical and network support. Completes both routine and complex assignments involved in the installation, maintenance, modification, troubleshooting, repair and calibration of these complex therapeutic, diagnostic and life support medical devices and systems. Utilizes common test equipment including, but not limited to, electrical safety analyzers, oscilloscopes, patient simulators, pulse generators, network analyzers, and multimeters. Performs advanced testing and troubleshooting of medical devices and systems involving their interfaces and connections to information systems either directly or through the facility's hardwired and wireless networks. Adheres to Medical Device Isolation Architecture (MDIA) Guidelines in both pre-procurement and during system implementation. Develops policy for North Florida/South Georgia concerning Biomedical Engineering, as needed. Translates management goals and objectives into well-coordinated and controlled biomedical work operations. Implements the Biomedical Section training program, in-house cross training, and vendor training, to ensure that technicians are kept abreast of the changing technology as effectively as possible within the available resources. Investigates, remediates and documents recalls and safety alerts within established timeframes. Participates in local safety improvement processes such as Root Cause Analysis (RCA), safety work groups, and Environment of Care Rounds. Identifies hazards during routine job performance and acts to ensure they are addressed and corrected. Provides training and education as appropriate to biomedical staff, medical technology end users and clinical staff. Provides mentoring and technical training to peers and development graded BESS. Develops goals, objectives, and policy for the medical equipment management program and monitors progress. Identifies, plans, and analyses workload among subordinates in accordance with established workflow and/or job specializations. Sets and adjusts short-term and long-term priorities, and sets deadlines for completion of work as necessary. Revises work schedules to meet anticipated and unanticipated changes in the workload. Assigns daily work to staff, establishing priorities based on workload related to BESS and ensures that each employee has an integral role in developing the final team product. Reviews progress of work assignments, modifies as needed and checks completed work for accuracy. Advises Supervisory Biomedical Engineer and other management officials as necessary on status of critical medical equipment that may adversely impact veteran care and/or access. Provides input to the annual budget for the unit, and monitors spending throughout the fiscal year to ensure that adequate resources are available to support mission. Evaluates need for service contracts and on-demand vendor service. Leads the team in assessing its strengths and weaknesses and provides leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes, productivity and quality). Develops performance standards for subordinates; evaluates work performance of subordinates using work order and other relevant data. Gives advice, counsel, or instruction to employees on both technical and administrative matters; serves as coach and facilitator in consensus building activities among team members. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Qualifications Basic Requirements: Citizenship. Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens according to 38 U.S.C. § 7407(a). English Language Proficiency. Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f). Education, Experience, or Certification-Documentation Submitted Associates or higher degree in the biomedical technology or biomedical engineering field; OR, Associates or higher degree in electronics, a field of information technology, or engineering (other than biomedical engineering) AND 1 year of creditable experience; OR, Completion of the Department of Defense (DOD) biomedical equipment technician training program; OR, Completion of a DOD training program in repair and maintenance of electronic systems or information technology AND 1 year of creditable experience; OR, Completion of a biomedical engineering technician or Healthcare Technology Management (HTM) certificate program that included an internship or apprenticeship; OR, Completion of biomedical engineering technician or HTM certificate program that did not include an internship AND 1 year of creditable experience; OR, Hold or having ever held certification as a Certified Biomedical Equipment Technician (CBET), Certified Radiology Equipment Specialist (CRES), Certified Laboratory Equipment Specialist (CLES), or Certified Healthcare Technology Manager (CHTM). Continuous maintenance of certification is not required throughout VHA employment. NOTE: You must submit documentation supporting how you meet the education or certification. Grade Determinations for Supervisory Biomedical Equipment Support Specialist, GS-13: Experience. One year of creditable experience equivalent to the next lower grade, GS-12. The knowledge, skills, and abilities (KSAs) at the GS-12 grade level include: Skill in managing projects involving medical equipment and clinical systems. Skill in resolving customer concerns. Ability to comply with standards for safe operation of medical equipment and clinical systems including National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), the Joint Commission (TJC), and the Association for the Advancement of Medical Instrumentation (AAMI). Ability to lead staff in managing daily work assignments and priorities. Ability to mentor staff in professional and technical development. Ability to analyze data to monitor overall program effectiveness. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the experience above, the candidate must demonstrate the following KSAs: Skill in managing workflow by directing the work of others to accomplish program goals and objectives. Skill in developing policies to oversee medical equipment and clinical systems. Skill in managing interpersonal relationships between employees, team leaders, and managers. Skill in applying standards for safe operation of medical equipment and clinical systems including National Fire Protection Association (NFPA), Food and Drug Administration (FDA), Nuclear Regulatory Commission (NRC), the Joint Commission (TJC), and the Association for the Advancement of Medical Instrumentation (AAMI). Ability to supervise subordinate staff (for example, plan, organize, delegate, direct, control, and review activities and performance). Ability to provide guidance on multiple types of medical equipment and clinical systems. Ability to analyze data to optimize quality, efficiency, performance, and productivity.
