    Summary This position is located within the Engineering Service at the VA Medical Center in Montrose, NY, the Motor Vehicle Operator provides transportation assistance to the medical center in Castle Point, NY. Responsibilities Operates a variety of gasoline or diesel-powered vehicles with approximate gross vehicle weight of more than 26,000 pounds and up to 32,000 pounds (to include cargo vans, trucks, wheelchair van, and buses, etc.). Determines route to be followed, taking into consideration such factors as ongoing hospital activities, weight limitations, and safety conditions. Transports patients and family members, supplies, materials, or equipment throughout the medical center complex and the local public area. Assures vehicle is not overloaded. Performs required operator maintenance. Maintains service records, completes delivery records, trip tickets, and compiles accident reports. Loads and unloads crated equipment, supplies, and parts from vehicles. Uncrates material as necessary and checks, counts, sorts materials, stocks and palletizes material, etc. Operates a forklift truck (of up to 10,000 or more pound capacity). Performs other duties as assigned. Qualifications To qualify for this position you must meet the below requirements. This position requires the following: A valid current Class A or Class B Commercial Driver's License (CDL) Passenger (P) Endorsement on your CDL In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. AND You must have the ability to perform the duties of a motor vehicle operator without more than normal supervision? This ability would be demonstrated by experience that required a thorough understanding of and following all regulations and laws governing the operation of various types of gasoline and diesel powered vehicles to haul cargo and equipment, and transport passengers; and operating a variety of vehicles to include passenger buses and trucks. PHYSICAL EFFORT AND WORK CONDITIONS: Light physical effort is required in reaching, bending, turning, or moving arms, feet, and legs to operate hand and foot controls of motor vehicles. Physical effort is exerted in operating, turning, backing, and controlling heavier vehicles. The work of this position requires standing on hard surfaces for extended periods of time; bending, stooping, and working in tiring and uncomfortable positions. May lift and carry items that weigh up to 50 pounds or more. Heavier items are moved with weight handling equipment or with assistance from others. Forklift operation requires moderate physical effort in operating hand and foot. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). The potential eligibles are rated against the remainder of the job elements. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education Additional Information Note: Per "Executive Order 14251: Exclusions from Federal Labor-Management Relations Programs", this position is no longer eligible for bargaining unit participation. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
