Summary The foreman is under the general supervision of the Chief, Projects and Operations. This position has supervisory responsibility one(1) WL-5402-10 Utility System Operator Work Leader, five (5) WG-4742-9 Utility System Operators, one (1) WG5306-11 A/C Equipment Mechanic, four(4)WG-5306-10 A/C Equipment Mechanics and one (1) WG-4748-08 Maintenance Worker. Responsibilities SKILLS AND KNOWLEDGE Must understand where various components fit in to the Medical Center utility systems and at what levels. Must be able to interpret building blueprints, shop drawings, and do shop math required for piping layouts. Must be knowledgeable in principles and theories of air conditioning and refrigeration, such as heat transfer laws, refrigeration cycles, pressure temperature relationships, etc This position requires the knowledge to operate high-pressure boilers and must be able from various flow meters, gauges, charts, and thermometers determine whether the equipment is meeting called for production in a safe, efficient manner Must know how to adjust boiler controls to attain maximum combustion efficiency and understand the function of and operate all auxiliary equipment. Knowledge of building management computer systems and ability to operate the systema re required. Typical responsibilities include supervision of the employees in the HVAC section, which operate and perform maintenance on a complete building utilities system. Incumbent receives work orders from the Chief, Projects and Operations usually on a day-by-day or job-by-job basis. Follows established step-by-step work procedures or recognized trades practices and makes minor deviations in procedures or methods to meet such temporary conditions as delayed delivery of materials, breakdown of equipment, or unusual absence. The foreman will make progressive and final inspections of completed work for adherence to instructions, work orders and established trade practices. Foreman will instruct new employees, conduct on the job training and work with staff, demonstrating proper procedures and the amount of production expected. PLANNING The incumbent plans weekly and monthly work schedules for subordinate employees. Plans fuel deliveries in advance to ensure required minimum supplies are on hand at all times. Establishes deadlines and priorities on the basis of general work schedules, work methods, and policies established by higher levels of supervision. Maintains a tool inventory as outlined in the Engineering policy, assuring that staff has adequate tools for completion of assignments. WORK DIRECTION Determines the allocation of manpower and materials within the section to assure that deadlines are met and all necessary work is being accomplished. Initiates cost reduction projects such as increased boiler efficiency procedures. Monitors the safety and efficiency of subordinates in their work assignments. Encourages good moral of employees by informing them of new developments and changes. Maintains a positive, supportive attitude toward Facilities Management Service and VAMC management. Encourages their employees to do the same. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Requires infrequent lifting of up to 50 pounds. Although there is frequent walking, stooping and bending involved in the work, it is not constant. Uses ladders frequently in hard to reach places, stooping, stretching bending and kneeling are frequently for longer periods of time Working Conditions: The incumbent can be called upon to work day, swing, and graveyard shifts so workload can be accomplished. There is constant exposure to caustic chemicals, hot metal surfaces, extremely environmentally adverse conditions and the danger of scalding liquids and steam. While most of the hazards are contained or protective equipment is available, there are occasions of extreme exposure (such as cleaning interior boiler surfaces) when contamination cannot be totally eliminated.
