    Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Responsibilities The Associate Service Chief, Pharmacy Operations is a licensed pharmacist who assists the Chief of Pharmacy in the performance of all duties and responsibilities described in the Chief's functional statement, sharing responsibility for those functions, and taking them over in the absence of the Pharmacy Chief. Program Management Responsible for the provision of pharmaceutical care and services provided by the healthcare system. Maintains an active license for the pharmacy service. Assures all legal requirements for state, federal, and VA are continually met within written guidelines and sound pharmaceutical judgment. Maintains effective personnel management program within pharmacy including E.E.O. awareness, training opportunities, and individual development plans. The incumbent reviews evaluations of personnel made by subordinate supervisors. Provides attention to employees' complaints/grievances with the goal of resolving them at the lowest possible level. Promotes cultural diversity to establish an environment that works for all employees and strives to achieve and maintain a culturally diverse work force, which is comparable to the civilian workforce. Responsible for assuring all aspects of drug control, drug accountability, and drug security are maximized and are in accordance with JAHVH and Pharmacy Service policies and procedures, and other applicable VA, FDA, and Federal regulations. Establishes access limits for pharmacy staff to confidential and sensitive patient information in VistA. Develops and maintains effective pharmacy operations within the inpatient and outpatient pharmacies that are synergistic with other healthcare system programs and are designed to maximize drug distribution processes, inventory management, and patient care. Develops and implements strategic plan for the expansion and/or reengineering of pharmacy operations. Provides the Pharmacy Service Chief with counsel on developing of pharmacy operations, workflow, and automation. Develops, implements, and evaluates programs for quality improvement of pharmacy services. Is responsible for development of appropriate indicators to assess the impact of pharmacy operations on patient outcomes and financial resources. Coordinates data acquisition and analysis for pharmacy performance improvement monitors. Plans and designs projects to subordinate pharmacists. Reviews work for appropriateness and quality of finished product. Responsible for the professional growth and development of professional and technical staff. This is accomplished through periodic informal encounters and formal performance evaluations. Incumbent serves as a role model for problem solving activities and conflict resolution. The incumbent will give counsel and instruction to assigned professional and technical staff on clinical, administrative, and other professional issues. In conjunction with assigned clinical staff, the incumbent will develop yearly objectives for subordinates. Education: Identifies continuing education needs. Assures pharmacy employees are properly trained and maintains records of all such trainings. Assures that new employees are properly oriented and instructed to their work area(s) including computer security, fire/safety, and equipment operation. Participates in self-development activities to maintain and increase professional competence, including regulations, pharmacology, therapeutics, and age-related treatment issues. Directs affiliated training programs for pharmacy students, residents, clerkships, interns, and technicians. Provides drug education that meets the needs of patients and the medical staff. Research Participates in the review and application of all healthcare system investigational drug protocols. Provides pharmacy representation on the Research and Development Committee and the investigational Review Board. Develops, implements, and/or, maintains plans to assure investigational drug control and accountability (e.g., VA and FDA). Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Pharmacists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Appendix G15. Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. All applicants must possess a full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. Grandfathering Provision. All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. (2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (3) If a licensed pharmacist who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment above, the following criteria must be met when determining the grade of candidates. Associate Service Chief GS-14: Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Associate Service Chief/ Associate CMOP Director. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. (NOTE: Associate Service Chief/ Associate CMOP Director positions should be graded one grade below the grade of the Chief of Pharmacy Service or CMOP Director.) Demonstrated KSAs. The KSAs shown below apply to all assignments at this grade level. Skill in persuading others and gaining cooperation to accomplish goals. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. Skill in utilizing regulatory and quality standards to develop and implement operational programs. Skill in managing multiple people or programs. Skill in utilizing available resources to support the mission and goals of the organization. Ability to plan, organize and direct the functions of the pharmacy staff. Preferred Experience: PGY2 in Pharmacy Administration Residency, Associate Chief and/or supervisory experience for more than 2 years. Inpatient and Outpatient experience.
