This position is on HCR's Housing Trust Fund Corporation (HTFC). HTFC is a public benefit corporation, and a Civil Service exam is not required for this position. Candidates must meet the minimum qualifications outlined below to be considered.

The Office of Resilient Homes and Communities (RHC) was created in 2022 and assumed the portfolio of the Governor’s Office of Storm Recovery’s (GOSR) disaster recovery projects. GOSR had been established as a temporary agency in 2013 to coordinate statewide recovery efforts for Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee. RHC now serves as the lead principal office responsible for the administration of New York State’s climate change adaptation and storm recovery initiatives.
Job Summary:
The Monitoring, Compliance and Policy Manager’s role comprises of (1) overseeing and conducting annual program, subrecipient and project monitoring and coordinating with agency staff and vendors to ensure that applicable programs and projects are complying with federal and state requirements for RHC’s Community Development Block Grant – Disaster Recovery (CDBG-DR) programs; (2) supporting the organization with research, analysis, guidance on the rules and regulations of the CDBG-DR program and assisting with work connected to RHC’s grantee relationship with HUD; and (3) supporting RHC program staff with quality control/assurance for the current Hurricane Ida CDBG-DR-funded programs (described on RHC’s website (https://hcr.ny.gov/general-ida-programs) ).
The Monitoring and Compliance Manager will report to RHC’s Director of Policy and work collaboratively with RHC program staff.
Responsibilities will include but are not limited to:
+ Monitoring and Compliance
+ Monitor compliance with all Federal and state requirements for RHC’s CDBG-DR-funded projects from inception to closeout, including but not limited to:
+ Creation and implementation of annual monitoring plans and checklists
+ Applicable Federal Register Notices,
+ Other applicable Federal statutes and regulations, including 2 CFR 200 and Community Development Block Grant regulations,
+ Fair housing and language access laws,
+ Utilization of Minority and Women-Owned Business Enterprises and Service-Disabled Veteran-Owned Businesses,
+ HUD Section 3 requirements, and
+ Labor Standards provisions and Davis-Bacon and Related Acts requirements.
+ Work closely with Program staff and agency support departments to ensure the implementation of applicable requirements and best practices in project activities.
+ Communicate compliance requirements, identify training needs, and provide or facilitate provision of technical assistance and training to program staff, subrecipients, and other stakeholders when needed.
+ Policy
+ Assist Policy Director with internal and external audits coordination and responses, including audits from the HUD Office of Inspector General.
+ Support Policy Director and Hurricane Ida Director in preparing for HUD monitoring visits and be point of contact during HUD visits. Coordinate responses to HUD monitoring reports.
+ Review, edit and assist in drafting policies, guidance materials, Action Plan amendments, and other materials.
+ Maintain understanding of applicable regulations, policies, and procedures.
+ Policy research and analysis as needed to support Director of Policy.
+ Other tasks as assigned by the Director of Policy.
+ Program Quality Control/Assurance
+ Perform activity-specific quality control management for RHC programs outside of subrecipient monitoring for Hurricane Ida CDBG-DR-funded programs.
+ Maintain in-depth knowledge of Hurricane Ida programs, projects, and contracts.
Qualifications
+ Bachelor’s Degree* from accredited college or university.
+ Demonstrated commitment to public service.
+ Minimum of 4 years’ experience in a compliance and/or regulatory monitoring capacity, preferably in the context of CDBG-DR or similar federal funding sources.
+ Knowledge and experience with HUD regulations and/or CDBG and/or federally funded disaster recovery work, including applicable statutes, regulations, policies, claim processing, audit, and reimbursement principles and procedures is a plus.
+ Excellent communication and organizational skills required.
+ Highly organized and detail oriented.
+ Deadline-driven with a sense of urgency.
+ Self-starter with the ability to work independently.
+ Ability to analyze data, regulations, and laws, and disseminate information clearly.
+ Excellent people skills with an ability to interface with a variety of internal and external stakeholders and agencies.
+ Desire to take and provide constructive feedback in the spirit of continued improvement.
+ Willingness and ability to travel within New York State.
*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
