    _Please note: This role is contingent upon a contract award. While it is not an immediate opening, we are actively conducting interviews and extending offers in anticipation of the award._

     

    ICF is currently seeking a Chief Legal Counsel to provide expert legal guidance and oversight within the Midwestern Region under a federal health agency. Under this program, ICF will investigate potential fraud, waste, and abuse in Medicare and Medicaid programs. The Chief Legal Counsel will provide legal oversight and guidance on matters related to Medicare and Medicaid program integrity, ensuring compliance with applicable federal and state regulations. This role is critical in supporting investigations, administrative actions, and coordination with law enforcement and CMS stakeholders.

     

    The successful candidate must have a strong background in health care law, particularly in the application of Medicare and Medicaid regulations. The Chief Legal Counsel will work closely with program integrity teams, data analysts, investigators, and CMS representatives to ensure that legal standards are upheld in all federal activities.

     

    **Job Location** - Primarily remote within the U.S., with occasional travel (up to 25%) to Baltimore, MD and Midwest-based conferences.

    Key Responsibilities:

    + Provide legal counsel on Medicare and Medicaid regulatory compliance.

    + Review and interpret federal and state regulations applicable to agency operations.

    + Support the development and implementation of administrative actions including payment suspensions, revocations, and referrals.

    + Coordinate with CMS, law enforcement, and other stakeholders on legal matters related to fraud, waste, and abuse.

    + Ensure compliance with CMS policies, HIPAA, and other applicable laws.

    + Draft and review legal documents, memoranda, and reports.

    + Support contract compliance and risk mitigation strategies.

    + Collaborate with internal teams and external stakeholders to ensure legal integrity of operations.

    + Maintain up-to-date knowledge of healthcare law and policy changes.

    Basic Qualifications:

    + Must be a licensed attorney in good standing.

    + Minimum 3 years of experience applying Medicare and Medicaid regulations.

    + Eligible to complete the HHS background verification process at the Public Trust clearance level.

    + US Citizenship is required

    Preferred Skills/Experience

    + Experience supporting CMS contracts or working with federal health care programs, with an emphasis in Medicare Fee For Service and/or state Medicaid programs..

    + Experience with the CMS fraud workflow and processes for healthcare fraud investigations, such as contractors for the Center for Program Integrity (CPI)

    + Demonstrated experience in health care law, regulatory compliance, or program integrity.

    + Familiarity with fraud detection, investigations, and administrative enforcement processes.

    Professional Skills:

    + Strong analytical and problem-solving skills.

    + Excellent oral and written communication skills.

    + Ability to work independently and collaboratively with multidisciplinary teams in a fast-paced environment.

    + Sound judgment and discretion in handling sensitive legal matters.

    + Proficiency in legal research and document drafting.

    **Pay Range** - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

    The pay range for this position based on full-time employment is:

    $107,936.00 - $183,491.00
