Summary You will serve as a Supervisory Administrative/Technical Specialist and Staffing and Classification Branch Head in the Human Resources Division, Corporate Operations Department of NAVAL SURFACE WARFARE CENTER. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Responsibilities You will serve as the Staffing and Classification Branch Head supervising Human Resource staff in the development and execution of HR policies and programs. You will plan and direct work efforts of subordinate employees by providing leadership and HR functional direction for major Command Human Capital Initiatives and requirements. You will ensure that all Equal Employment Opportunity (EEO) rules and regulations are adhered to in the workplace. You will ensure Individual Development Plans (IDPs) are developed and utilized throughout the performance cycle and identify development and training opportunities for employees that are relevant and cost effective. You will utilize managerial and functional strategies to improve product quality and timeliness of delivery. You will serve as an authoritative advisor to NSWC Port Hueneme Division senior leadership. You will work with HR Functional Program leads to research complex HR issues and provide analysis and recommendations for resolution. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing direction, advice, and guidance on Staffing and Classification principles and practices to lead the development of hiring strategies, resolve technical issues, and ensure compliance with federal human resources laws, rules, and regulations. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14. Additional vacancies may be filled by this announcement.
