    Summary This position is located in the Community Recreation Branch, Morale, Welfare & Recreation, Naval Support Activity - Panama City, FL. The primary purpose of this position is to perform as a marina forklift operator to lift, lower and transport watercrafts and to assist in the operation of the Marina, Community Recreation, Recreational Lodging, and Outdoor Recreation Program. Also performs duties commonly found in variety of work situations to support other MWR programs. Responsibilities Operates diesel-powered forklifts, which are capable of lifting loads weighing more than 10,000 pounds and higher than 168 inches. Operates forklifts inside building and outside, to and from marina boat storage areas and at the boat launch area. The operator follows oral or written instructions concerning when and where loads are to be moved and placed. Safely handles loads; ensures forklift is not used to lift more weight than the forklift is rated for. Drive carefully to avoid injuring others or damage equipment and property as the forklift is operated in congested areas. Performs operator maintenance, such as checking and maintaining proper fluid levels, lubricating as required, cleaning and washing forklifts, spot painting, and replacing minor forklift parts such as hydraulic hoses or basic mechanical parts. Loads and unloads material from ground, pallets, platforms, trucks, lifting devices, and transport vehicles, manually or mechanically with lift gate, wheelbarrow, pallet jack or dolly. Assists customers with launch and recovery of boats using marine forklift. Coordinates and assists other staff members in preparing recreational facilities and equipment for use in the Community Recreation/Recreational Lodging/Marina program. Operates a variety of power equipment to include but not limited to the following: mowers, post hole diggers, blowers, weed eaters, power washers, and other powered equipment. Uses hand tools such as shovels, rakes, hammers, bars, saws, axes, loppers, wrenches, brushes, and brooms to maintain and clean facilities grounds. Moves and organize equipment, supplies, furniture, and materials by hand or by mechanical means. Ensures grounds and facilities are maintained and clean (e.g., cleans park tables, collects/empties trash cans, barbecues, pavilions, docks and rental equipment to ensure they are in serviceable condition). Clears small trees, limbs, tree debris, and bushes using handsaw, loppers and chainsaws. Cleans and waxes vehicles. Maintains an inventory of hand and power tools, large equipment and inflatable bounce equipment and ensures they are in good working order. Makes minor repairs, paints, minor plumbing repairs and perform minor carpentry work. Assists with maintaining and cleaning rental equipment. Assists in preparing excess property for disposal. Determines and selects the most appropriate type of equipment to accomplish each phase of the work in the most productive and cost-effective manner. Assists in issuing and receiving rental equipment from customers, assists customers in hooking up trailers, loading and unloading equipment into personal vehicles. Observes required safety, sanitation, environmental, hazards waste disposal, and housekeeping rules and regulations. Assists in implementing planned activities and programs by preparing required supplies, material, and other resources necessary for operations. Ensures that the facilities and equipment are in good operating order and free of safety hazards. Assists by answering customer inquiries, providing program information and other duties relating to the operation of the facility. Assist with set-up and teardown of Community Recreation programs and events. Drives government vehicle in support of recreation programs and events. Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: Workers at this grade operate electric, gasoline, or diesel-powered forklift trucks. The forklift trucks have automatic or manual transmissions with up to four forward speeds and controls to lift and lower loads. The operators drive forklift trucks over wood, concrete, or similar type floors through narrow aisles in buildings and in such confined places as railroad cars and trucks. They occasionally drive outside over rough surfaces. Must know how high, wide and long the forklift and loads are, and how much the forklift can safely lift. Must be able to tell whether the forklift is able to lift the load and whether the load is properly balanced. Must have the ability to communicate effectively both orally and in writing. Ability to do the work of this position without more than normal supervision. Education This position does not have a positive education requirement. The operator must be skilled in handling controls for starting, stopping, backings, and driving forklift trucks through narrow aisles in building, up and down ramps, and in and out of railroad cars, trucks, planes, etc.; and, for lifting, lowering, and tilting forks by moving hands, arms, feet, and legs to operate controls. The operator must know how high, wide, and long the forklift truck and its load are, and how much the forklift truck can lift. Based on this knowledge, the operator must be able to tell such things as: how high and wide a doorway and an aisle must be to drive the fork lift truck and its load; how high and wide the shelf, bin, etc., must be to place the load; and how high the load must be lifted to reach the shelf or bin. The operator must also be able to tell whether the forklift truck is able to lift the load and whether the load is properly balanced. The operator must know the layout of the storage area to be able to find and place items without need for detailed instructions. Incumbent must also be skilled in moving forklift trucks about in places where there is very little room to stack or remove loads.
