    Position Summary

    Position is responsible for the management of complex projects and process optimization for the Marion County Election Board. The Project Manger must have the ability to apply critical thinking skills and analyze complex issues within a detailed statutory and regulatory environment. The position requires the ability to ask questions and understand new subject matter. Self-direction, time management, and the ability to effectively communicate and research are vital skills.     Position Responsibilities

    + Provides enterprise wide oversight and leadership by managing various projects, simultaneously, as assigned by the Clerk, Director or Deputy Director.

    + Recommends and implements process improvement for current election operations.

    + Manages communication with external and internal stakeholders including co-workers, management and vendors.

    + Assists Director in procuring and managing the necessary vendors to carry out various election functions.

    + Coordinates internal resources with third parties or vendors for the flawless execution of projects.

    + Defines realistic project scope and objectives, involving all relevant stakeholders while ensuring technical feasibility and statutory compliance.

    + Creates and maintains project documentation and requirements through spreadsheets, diagrams, process maps and word documents.

    + Monitors legal, statutory and regulatory limitations to minimize project risks.

    + Delegates project tasks based on staff members' individual strengths, skill sets and experience levels.

    + Interviews, hires and oversees seasonal employees as well as hires and oversees employees contracted through vendors.

    + Fosters a culture based on accountability.

    + Confers with Director and other personnel to discuss work processes and plans; presents and resolves difficult questions and concerns; recommends program modifications to streamline operations; and receives guidance and instruction.

    + Serves as resource for Marion County residents with election-related questions.

    Qualifications

    Bachelor's degree and eight (8) years of related work experience; or an equivalent combination of education and experience is required. Must be customer service oriented and have strong organization and communication skills. Must have theoretical or practical knowledge of project management processes, workflows, and terminology. Must have the ability to handle multiple projects, work under stress, and the ability to exercise professional judgment and decision making. Must have a valid and unencumbered Indiana Operator Driver License. Must be a resident and registered voter of Marion County, or demonstrate a willingness to relocate and register to vote upon acceptance of the position.

     

    Independent Judgment

     

    Position will be free to exercise authority in the absence of supervision or standard operating policies and procedures. Substantial independent judgment is required. Errors in judgment may cause inconsistencies as well as legal, regulatory, statutory and budgetary problems.
