Job Description
The Iowa Judicial Branch seeks applicants for a Clerk of District Court for Clinton & Jackson Counties in Judicial District 7. This is a leadership role responsible for managing the operations of the Clerk’s office, ensuring compliance with legal and administrative standards, and serving as a liaison between the court and the public.
This position manages a wide range of administrative, supervisory, and financial responsibilities, ensuring compliance with laws, rules, directives, and policies of the Iowa Judicial Branch. This position is expected to supervise staff in the Clerk’s office, coordinate document processing across various case types including civil, probate, criminal, etc., maintain confidentiality of court records, and manage office procedures and case-flow systems. Additionally, this position is responsible for financial management, including overseeing accounting of receipts and disbursements, preparing financial reports, and ensuring compliance with audit standards. This position also serves as the primary contact for judicial officers, attorneys, public officials, and the general public.
The successful candidate will be able to learn and navigate court-specific recordkeeping systems and technology platforms. This position requires professional communication skills, both in person and by phone, to interact effectively with a wide range of court users. Attention to detail is critical to maintaining accuracy and integrity of court records. The successful candidate will demonstrate leadership and organizational skills as well as the ability to maintain confidentiality and exercise sound judgment. This position will require travel to other counties within the judicial district to support consistent operations and collaboration across offices.

The pay range for this position is $69,992.00 - $111,800.00 annually. This is a FLSA-exempt position. The starting salary for new state employees is expected to be at the base of the pay range. Adjustments may be made if the successful candidate has relevant experience.
Position classification is determined as the ‘best fit’ of the duties assigned to and performed by a position. This position is classified as a Clerk of District Court as summarized below.
Summary
Carry out the rules, directives, and procedures of the judicial branch and the judicial district. Manage the clerical operations and records of the county courthouse.
Examples of Duties and Responsibilities
Supervise and evaluate the work of subordinates; enforce personnel policies and procedures such as training and coaching employees; manage work schedules, time-offs, and leaves; conduct performance evaluations; and follow disciplinary and grievance procedures.
Ensure compliance with all Clerk of Court general duties in Iowa Code §602 Article 8.
Assume responsibility for the compliance and performance of all duties of the office in accordance with law, rules, directives, policies, and procedures.
Liaise with Iowa Judicial Branch internal and external stakeholders on matters relating to the administration, operation, policies, and procedures of the office and court records.
Supervise the collection, disbursement, deposits, and accounting of all fees and monies paid to the office. Verify financial records for accuracy. Prepare records for an participate in audits.
Participate in courthouse security and emergency response matters. Create and maintain safety and emergency plans.
Remain current and train employees on updated policies, procedures, rules, and laws.
Coach team members through challenging customer service issues, anticipate escalation, and take over customer service when needed.
Perform other duties as assigned.
Knowledge, Skills, and Abilities
Thorough knowledge of the Iowa Judicial Branch structure, operations, and functions.
Thorough knowledge of court procedures, rules, policies, and legal factors pertaining to the various divisions and functions of the Iowa Judicial Branch and district courts.
Ability to exercise judgment, make decisions, and accept responsibility, conforming with applicable statutes, regulations, directives, policies, and procedures of the Iowa Judicial Branch.
Ability to read, analyze, and interpret legal documents, financial reports, and technical documents.
Ability to research, understand, and implement state and federal law, case law, court rules, administrative rules and directives, and legislative documents.
Knowledge of legal procedures.
Ability to secure confidential information.
Ability to meet deadlines and manage time effectively.
Reliable transportation and ability to travel.
This is a non-merit position with the Iowa Judicial Branch. Candidates must follow the instructions in the "To Apply" section.
Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
Minimum Qualification Requirements
The incumbent must meet the minimum requirements to qualify for the position.
+ High school diploma (or high school equivalency diploma).
+ Six (6) year of court operations or court management experience.
Experience may be substituted with related education on the basis that successful completion of thirty (30) semester hours or academic equivalent equals one year of experience.
Additional Requirements
This position is appointed by the district judges by majority vote per Iowa Code §602.1215.
At the time of application, must be resident of the state of Iowa per Iowa Code §602.1215.
This person shall qualify by taking the oath of office and giving bond per Iowa Code §602.8101 and Iowa Code §64.
Preferred Qualifications
+ Professional supervisor experience.
+ Experience with court procedures, legal terminology, or judicial operations.
+ Experience with financial management, audits, and compliance.
+ Experience with case management systems and Microsoft Office Suite.
