    Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council.

    TheSoftware Engineering Manager, will lead and inspire a talented team to deliver high-quality, innovative software solutions that drive our organization’s growth . The individual's leadership will be pivotal in modernizing systems and spearheading digital transformation efforts, fostering collaboration, technical excellence and continuous improvement. By advancing technology initiatives and building strong teams, the Software Engineering Manager will contribute directly to organizational success and help strengthen the economic and technological landscape of the Twin Cities region .

     

    This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

     

    What you would do in this job

    As a Software Engineering Manager:

    + Lead and support a team of software engineers to deliver high-quality, scalable software solutions aligned with business goals.

    + Oversee the entire software development lifecycle—from strategic planning and design through deployment and maintenance—ensuring technical excellence and timely delivery in an Agile environment.

    + Manage the operations and complete product lifecycle management of a large, diverse portfolio of custom-built and commercial off-the-shelf (COTS) applications ensuring the continued performance, reliability, and alignment of these products with organizational needs.

    + Manage relationships with key stakeholders across the organization, including business leaders, end users, and executives, to ensure alignment of technology initiatives with strategic objectives.

    + Oversee vendor relationships to ensure delivery of quality products and services.

    + Develop and manage business network relationships that are essential to facilitate collaboration, manage expectations, and drive consensus among diverse groups.

    + Manage performance of direct reports including developing and mentoring engineering talent,

    + Foster a culture of innovation, collaboration, and continuous improvement.

    + Coordinate with stakeholders to align technology initiatives with strategic objectives, drive modernization and digital transformation efforts, and remove roadblocks that impede your team’s productivity.

    + Prioritize and facilitate communications and maintaining software quality and performance to drive organizational success.

     

    What education and experience are required for this job (minimum qualifications)

     

    Any of the following combinations of education (in Computer Science/Engineering, Information Technology, or related) ANDrelevant experience in information technology, specifically: application development/support, software engineering, infrastructure and operations.

     

    + Master's degree and five (5) years of experience,includingthree (3) years of management experience.

    + Bachelor’s degree and seven (7) years of experience,including three (3) years of management experience.

    + Associate’s degree and nine (9) years of experience,including three (3) years of management experience.

    + High school diploma/GED and eleven (11) years of experience,including three (3 years of management experience.

    All professional work experience must include the following:

    + Hands-on experience with Microsoft .NET technologies, preferably within Azure or another cloud environment, with a proven track record in leveraging cloud capabilities and services.

    + Experience with cloud migration initiatives and a strong understanding of cloud-native architecture and fundamentals.

    + Demonstrated ability to build and lead an Agile development culture, fostering collaboration, accountability, and continuous improvement.

    + Proven experience in leading Problem and Incident Management processes, ensuring effective root cause analysis, service restoration, and long-term corrective actions.

    What additional skills and experience would be helpful in this job (desired qualifications):

    + Transportation business domain knowledge.

    + Strong business relationship management.

    + Familiarity with DevOps practices, Continuous integration and Continuous delivery pipelines, and observability tools.

    + Knowledge of the various business units and what each unit does, their way of working, and their needs and requirements.

    + Knowledge of the portfolio of Apps supported by the team and across the Council and varied communities of the Council.

    + Skill in building interpersonal relationships within and across teams and business units, to remove barriers, reduce risk, build trust and improve insights across the Council.

    + Skill in effectively managing and mentoring technical staff and senior team providing ways that promote and support success in their work, providing a helping hand through servant leadership.

    + Ability to deliver strategic guidance to all levels of leadership, across multiple divisions and business units of the Council.

    + Ability to multi-task diverse projects and their regulatory aspects and budget constraints and how they affect the team’s workload and backlog.

    Full Salary Range: $52.19 - $84.71 hourly / $108,555 -$176,197 annually

    What your work environment would be:

    You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites.

     

    If you are new to the Metropolitan Council, you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.

     

    If you are already an employee of the Metropolitan Council, you must pass a drug test (if moving from a non-safety sensitive position to a safety sensitive position) and criminal background check if the job you're applying for is safety sensitive, is a supervisory or management job, is in the Finance, Information Services, Audit, or Human Resources departments, or has access to financial records, files/databases, cash, vouchers or transit fare cards.     This position involves direct access to Criminal Justice Information (CJI) as defined by the FBI CJIS (Criminal Justice Information Services) Security Policy. In accordance with section 5.12.1.1 of the FBI CJIS Security Policy, final candidates must agree to submit to a state of residence and national fingerprint-based record check. If the result of the record check reveals criminal convictions, the nature and circumstances of those convictions will be reviewed by the Metropolitan Transit Police Department and/or the Minnesota Bureau of Criminal Apprehension to determine if access to Criminal Justice Information would be permissible. If it is determined that access to Criminal Justice Information would not be permissible, the candidate will no longer be eligible for this position.
