The NCSB serve over 6,000 residents annually through a continuum of care—from outreach and prevention to intensive psychiatric treatment.

Essential Functions
Key Responsibilities:

Case Manager II & IIIProvides case management and related services across various human services areas.
Case Manager IVProvides case management services in various human services areas. May assist program supervisors with staff supervision.
Clinical CoordinatorOversees service delivery within a specific program area. Provides clinical and/or administrative supervision, supports program development, and ensures compliance with state and federal regulations. ***Eligible for one-time $5,000 signing bonus***
ClinicianAssesses and treats individuals or groups with mental illness, substance use issues, or other behavioral health concerns. Develops treatment plans and refers clients to appropriate services. ***Eligible for one-time $5,000 signing bonus***
Community Crisis Responder IIDelivers crisis intervention and stabilization services in the community or by phone. Assists individuals of all ages experiencing behavioral health crises, including those with co-occurring conditions. Coordinates care with licensed staff.
Counselor IIIConducts assessments, develops treatment plans, and provides substance abuse counseling and case management.
Counselor IVProvides assessment, treatment planning, counseling, education, service coordination, and referrals for individuals with co-occurring substance use and mental health disorders. ***Eligible for one-time $5,000 signing bonus***
Early Childhood Special Educator IDelivers developmental and educational services to infants and toddlers with developmental delays, along with support for their families. ***Eligible for one-time $5,000 signing bonus***
Emergency Services Counselor IAssesses individuals in crisis and connects them to appropriate mental health services, aiming to divert from state hospitalization to community-based care. ***Eligible for one-time $5,000 signing bonus***
Emergency Services Counselor IIPerforms crisis assessments and stabilization services for individuals of all ages. Provides clinical supervision to staff and oversees pre-admission screenings by non-licensed personnel. ***Eligible for one-time $5,000 signing bonus***
Human Services AideSupports staff through clerical tasks and direct client support. Refers clients to appropriate resources.
Licensed Practical Nurse (LPN)Provides general medical and psychiatric nursing care, including screenings, lab specimen collection, medication administration, and patient education. ***Eligible for one-time $5,000 signing bonus***

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
