Job Description
We are seeking a Technical Program Resource Manager with a strong background in enterprise architecture, solution engineering, and IT process management. This role will be responsible for overseeing technical enterprise architects and resources across multiple programs, driving process improvements, and ensuring alignment with business goals and service level agreements (SLAs). The ideal candidate will have experience managing complex IT portfolios, leading cross-functional technical teams, and optimizing operational efficiency within healthcare or medical claims environments.
Key Responsibilities:
• Resource Planning & Management
• Develop high-level time and effort estimates for solution engineering activities.
• Coordinate and manage 3–4 enterprise architects focused on corporate-wide process improvements.
• Oversee solution engineers supporting platforms such as AHA and Meritain; identify gaps (e.g., First Health) and address resource needs.
• Program Oversight & Process Improvement
• Manage large backlogs driven by business requests; implement scalable processes to streamline intake and prioritization.
• Collaborate with security and network teams to review and enhance documentation and technical processes.
• Monitor program delivery against SLAs; identify and resolve gaps in execution.
• Technical Leadership
• Lead initiatives involving system architecture and solution design, including:
• Environment modernization (e.g., data structures, middle-tier applications, desktop-to-containerized platforms/Kubernetes).
• Changes to existing systems and infrastructure.
• Provide financial estimates and manage budgets across multiple IT projects.
• Identify opportunities to reduce operational costs and eliminate redundant systems or processes.
• Team Collaboration
• Direct the activities of enterprise architects and solution engineers.
• Facilitate collaboration between technical leads and engineering teams to ensure alignment and delivery.
• Apply Agile and Waterfall methodologies as appropriate to project needs.

Skills and Requirements
• Proven experience in technical program, resource management, and project budget and delivery within IT or healthcare domains.
• Strong background in enterprise architecture, system design, and process optimization projects.
• Experience managing IT portfolios and providing financial oversight.
• Strong understanding of business goals, KPIs, and service level agreements (SLAs)
• Familiarity with medical claims systems and healthcare technologies.
• Proficiency in Agile and Waterfall project methodologies.
• Excellent communication and stakeholder management skills.
