Basic Function
Under the direction of the Post-Award Grants Manager, the Budget Fiscal Analyst will manage the Department of Chemistry’s post award fiscal operations for both grant and department budgets.
Characteristic Duties and Typical Responsibilities
Financial Systems, Analytics, and Reporting
Extract, manipulate, and analyze data sets from complex financial systems; Workday, Award Portal, BI Portal,etc. to validate and check for funding and transaction compliance. Conduct statistical analysis involving fiscal data/expenditures in order to identify problematic areas and recommend or update fiscal policies as needed. Manage department analysis and reconciliation templates. Daily maintenance of Department of Chemistry’s internal record-keeping system on SharePoint to ensure it mirrors Workday financial system. Oversee the creation and submission of monthly Chemistry financial reports. Develop and modify existing financial report products to meet PI/budget owner needs. Provide ad hoc reports to faculty and department managers as requested. Answer questions concerning these reports, resolve problems as they arise.
Payroll and Labor Force Management
Co-Manage the budgeting and forecasting payroll for approximately 45 faculty and instructors, 70 regular and research staff, 50 postdoctoral positions, and 250 graduate student positions, including managing salary encumbrances. Assist faculty in evaluating current personnel levels, including completing costing analysis, and outline staffing plans to meet group needs. Develop individualized funding plans for fellows and other partially funded students and staff. Relay department and faculty staffing plans to HR/Payroll Coordinator. Conduct unit salary audit to ensure department and faculty staffing plans are on track. Oversee effort tracking and reporting.
Department Budget Management
Work with Grants Manager to directly manage the Department of Chemistry state budgets ($18M), grant budgets ($75M), gift and endowment accounts. This includes reviewing funding action and award documents to correctly enter budgets into Chemistry financial system and overseeing actions throughout the fund/award lifecycle to ensure compliance with all Department, University and sponsor policies. Process Advance Budget, Extension, and Funding changes requests on SAGE as needed. Consult with funding agencies to resolve problems and/or obtain approval for deviation from authorized procedures or expenditures; advise and assist organization’s staff regarding budgetary policies and procedures, account status, Oversee reconciliation on all accounts, perform audits to ensure accuracy and compliance with UW Cost Principles for all transaction types. Identify, investigate and resolve unallowable or inaccurate transactions. Provide supporting documentation as requested by sponsors. Monitor all accounts to prevent deficits and identify trends. Perform status checks and follow-up on purchase orders and invoices, request encumbrance liquidations and adjustments as needed. Prepare documentation for non-ECC cost sharing tracked on project accounts. Complete periodic and pre-closeout reconciliation to identify outstanding issues that would prevent timely closeout. Interact central office like OSP, GCA EIO, AST etc. to exchange information or confer on technical questions and resolve issues.
General Fiscal Management
Manage Department accounts receivables. Support department with procurement compliance. Resolve open balances Responsible for annual equipment insurance billing and fiscal records management, retention, and disposition. Special projects as assigned.
Minimum Requirements
+ A Bachelor’s Degree with major study in accounting, business administration, or related field and two years of experience performing fiscal analysis, planning, and reporting.
+ Equivalent education and/or experience may substitute for minimum qualifications except when there are legal requirements, such as a license, certification, and/or registration.
Desired Qualifications
+ Experience preparing routine and non-routine financial reports.
+ Experience or training in cash control procedures and fraud prevention.
+ Flexibility and willingness to assume new tasks or special projects.
+ A comprehensive working knowledge of UW Workday Financials and support platforms.
+ Familiarity with UW fiscal policies and procedures.
+ Excellent time-management and organizational skills.
+ Able to independently manage multiple work priorities and meet stringent timelines.
+ Able to perform tasks with precision and accuracy.
+ Computer experience and knowledge must be at an appropriate level to extract data, develop applications and products that will enhance service to faculty and staff.
+ Fluent in MS Excel use. Experience creating and using MS Excel spreadsheets and tables, for financial analysis and reporting.
Conditions of Employment
This is an on-campus in-person position with possible hybrid up to 2 days per week after 6 months.
Compensation, Benefits and Position Details
Pay Range Minimum:
$56,124.00 annual
Pay Range Maximum:
$75,480.00 annual
