    Description

    SAIC has an opening for a Program Manager to support DEVCOM AvMC Software, Simulation, Systems Engineering and Integration (S3I) located on Redstone Arsenal in Huntsville, AL in support of The Theater High Altitude Area Deference (THAAD) Interoperability Section of the THAAD Evaluation Center (TEC).

     

    The chosen candidate will be responsible for leading a small team of highly skilled engineers through the product lifecycle in developing and interface testing of the THAAD Fire Control Component (TFCC ) and its various subsystems. The ideal candidate will be junior in their Program Management career because this is a small program, but still have experience with some customer facing. The Program Manager will be responsible for the overall direction, coordination, implementation, execution, control and completion of specific projects ensuring consistency with organizational process. A successful candidate must have a strong blend of project management skills and technical experience.

    JOB DESCRIPTION:

    + Responsible for successful delivery of a program to a customer.

    + Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance.

    + Define or contribute to the program baseline then execute the program to comply with baseline requirements.

    + Manage risk, customer relationships, and program staffing.

    + Ensure compliance with quality standards and escalate challenges to SAIC leadership.

    + Support business development and program staff management.

    + Identifies key resources required to manage and execute to the program baseline often requiring frequent, real-time changes to meet dynamic program needs.

    + Identifies and analyzes significant variances and establishes corrective actions.

    + Manages and integrates a large size program staff that includes subcontractors or suppliers and task or project leads.

    + Provides guidance and direction to the internal cross-functional team. Develops program-specific processes, procedures, techniques, or tools.

    + Requires systems engineering or detailed technical approach involving trade studies, risk mitigation or complex schedule.

    + Primary interface for all program aspects and issues, program and account insight, and serious problem resolution.

    + Possesses mature leadership and management skills and provides advice and assistance to other PMs. Provides strategic vision to the team.

    + Escalates and resolves serious program issues.

    + Provides significant input to MS on performance reviews, compensation-related actions, and staffing and hiring decisions.

    + Participates with the MS in screening and interviewing potential hires.

    + Resolves serious personnel issues in coordination with MS, HR, and Program Oversight.

    + Develops or significantly contributes to a strategic BD plan to expand current account offerings.

    + Develops or significantly contributes to re-compete capture strategy.

    + Identifies potential buying agents for growth beyond current account and future related accounts.

    + Identifies opportunity and account buying influences.

    + Identifies tools and resources needed to enable repeatable and differentiated offerings and capabilities in identified investment areas.

    Qualifications

    EDUCATION REQUIREMENTS:

    + BS in Computer Science, Engineering, Project Management, or related discipline and minimum six (6) years’ experience in a related field; Additional six (6) years' experience can be considered in lieu of degree (per contract vehicle)

    REQUIRED EXPERIENCE/SKILLS:

    + Ability to work in a dynamic mission environment which requires balancing competing priorities and schedules

    + Government Customer interfacing experience and able to communicate effectively the program status

    + Ability to lead cross functional teams to include Software Engineering, Systems Engineering and Test Engineering, provide scope and technical direction to the teams

    + Ability to perform constructive reviews of technical deliverables

    + Experience with project initiation, planning, execution, monitoring, and control, with the ability to employ risk management techniques to identify and control risks

    + Ability to develop and author documentation to be distributed to customers, stakeholders, and end users

    + Ability to organize, track and report on project deliverables

    + Proficient in developing Integrated WBS and identifying critical path tasks

    DESIRED SKILLS:

    + Experience with the execution of test programs for Department of Defense programs

    + Project Management Certification (PMP)

    + Experience leading or developing projects within the DoD product lifecycle model

    + Experience working in an agile/scrum environment

    + Experience with MS Office products is desired
