The Issuance, Policy Center, Manual Supervisor manages three units, Issuance, Policy Center, and Manuals.The Issuance Unit is responsible for development and enforcing policies and procedures that ensure accurate, timely and financially accountable delivery of cash, childcare, and food support benefits to public assistance recipients and service providers, by means of Electronic Benefit Transfer (EBT), direct deposits, and state warrants in accordance with State and Federal rules. This includes managing the Electronic Benefit Transfer (EBT) processor contract and preparing the Request for Proposal in a timely manner while conducting the procurement process.
The position also coordinates with MN’s EBT vendor and the Office of Inspector General to implement EBT card protections and monitor ongoing issuances to minimize theft of benefits and other fraudulent activities and support the state and federal Office of Inspector General, Minnesota Bureau of Criminal Apprehension (BCA), and local agency fraud units with issuance related investigations.

+ The Policy Center unit is responsible for providing expert policy support, consultation, written guidance, and problem resolution in the administration and interpretation of complex program policies for cash assistance and the Supplemental Assistance Nutrition Program (SNAP) via PolicyQuest.
+ _The Manuals Team creates, revises, and uploads new policy updates for county and tribal eligibility workers and the public for cash, SNAP and employment service programs as well as MAXIS eligibility system instructions._ _There are currently four manuals to maintain._
Responsibilities include:
+ Plan and supervise the daily operations of the Issuance unit so that the unit operates efficiently and effectively in delivering services. Exercise of authority to hire, promote, reward, discipline, suspend, discharge, assign work to or adjust grievances of employees
+ Manage and enforce the Electronic Benefit Transfer (EBT) contracts associated with daily operations and monitor performance standards set forth by the contract.
+ Prepare the Request for Proposal (RFP) in a timely manner. Conduct the procurement process.
+ Supervise the overall development, modernization, and implementation of policies and procedures for the statewide issuance of cash and food support, as well as provider payments for childcare so there is fiscal accountability for expenditures, compliance with applicable laws and regulations, and timely payment of correct benefits paid.
+ Plan and supervise the functions of the Policy Center unit and collaborate with program policy leaders to ensure answers to program policy are accurate and timely.
+ Supervise and direct staff who create, revise, and upload policy and system procedure updates for county and Tribal Nation eligibility workers and the public.
+ Perform other assignments to maintain division/department’s goals. Develop professional skills as needed to represent the department in agency wide activities and projects.
Minimum Qualifications

Demonstrated leadership experience*
*Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
o 1+ year of experience identifying issues, goals and strategic actions
o 100+ hours per year time commitment
AND
Four (4) years of professional work experience working with cash, SNAP, child care and the MAXIS/MEC² systems. Experience must demonstrate:
+ Knowledge of legislation, rule, policy, procedures governing public assistance programs
+ Knowledge and use of the MAXIS and MEC2 eligibility systems
+ In depth knowledge of state fiscal policies and procedures as related to benefit issuance
+ Public policy analysis and development sufficient to create and coordinate policy and programs to improve performance outcomes
+ Program planning sufficient to develop and recommend planning strategies regarding programs, policies, and legislation
+ Thorough knowledge and understanding of the roles and relationships of county, tribal, state and federal agencies
Preferred Qualifications
+ A Bachelor’s Degree or higher in Public Policy, Human Services or another related field.
+ Organizational, planning development and evaluation experience.
+ Excellent written and oral communication skills.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
