Overview
The Legal Change Management Program Director is a senior strategic leader within Citi’s Legal function, responsible for creating, shaping, and executing the Legal Department’s change management strategy. This role is critical to enabling the department to successfully navigate organizational, regulatory, and strategic change by fostering resilience, clarity, and alignment across legal teams and stakeholders.
Operating within a global, complex, and highly regulated environment, the Program Director leads the development of a scalable Legal Change Management (LCM) framework that aligns with Citi’s Enterprise Change Management standards. The role requires a seasoned change leader who can partner with senior legal and enterprise stakeholders to drive adoption, minimize disruption, and ensure the Legal Department is equipped to respond effectively to change.
A critical component of this role is the ability to partner with peers across Legal and enterprise functions as an extended enabler—supporting their success while also exercising a constructive check-and-challenge function. This requires a high level of emotional intelligence, strategic insight, and a growth mindset—approaching collaboration with curiosity, openness, and a commitment to continuous learning and improvement.
Key Responsibilities:
+ Creating, Shaping, and Executing Strategy: Lead the creation, shaping, and execution of a comprehensive Legal Change Management strategy that aligns with Citi’s enterprise change governance and the Legal Department’s long-term objectives.
+ Framework Development & Governance: Design and maintain a scalable, adaptable LCM framework incorporating industry best practices and methodologies. Ensure integration with Citi’s nine enterprise change functions (e.g., Program/Project Management, NAC, Tech Change, Policy Mgmt., Reg Change, Issue Mgmt., TPM, MRM, EUC).
+ Impact Assessment & Risk Mitigation: Lead impact assessments for significant changes affecting Legal. Identify and mitigate risks, ensuring readiness and resilience across legal functions.
+ Stakeholder Engagement & Influence: Build and maintain strong relationships with senior legal leaders, including the Legal Management Council (LMC), Practice Group Heads, Cluster/Country Leadership, and enterprise partners (Risk, Compliance, Finance, CAO, CCO). Influence strategic direction and secure alignment on change initiatives.
+ Peer Enablement & Growth-Oriented Mindset: Act as a strategic partner to peers across Legal and enterprise functions, enabling their success while providing thoughtful, growth-oriented challenge to assumptions, plans, and execution. Foster a culture of transparency, shared accountability, and continuous improvement.
+ Execution Oversight: Oversee the end-to-end execution of LCM plans, ensuring delivery against defined success criteria and adjusting strategies as needed to achieve optimal outcomes.
+ Metrics & Performance Management: Define and track KPIs to measure change adoption, effectiveness, and business impact. Provide data-driven insights and reporting to senior leadership.
+ Strategic Advisory: Serve as a trusted advisor to legal and enterprise stakeholders, offering guidance on change management implications for legal processes, regulatory updates, and strategic initiatives.
+ Thought Leadership: Provide strategic thought leadership on the future structure and evolution of Legal Change Management, continuously refining the function to meet emerging business needs.
Education:
+ Bachelor’s degree required; advanced degree preferred in Change Management, Legal, Business Administration, or related field.
Experience:
+ 10+ years of strategic professional experience in change management, preferably within legal, financial services, or other regulated industries.
+ 5–8 years of supervisory experience, including leading teams, managing budgets, and driving strategic initiatives.
+ Experience with change management, legal technology, regulatory compliance, and legal operations.

+ Expert knowledge of change management methodologies (e.g., Prosci, ADKAR, ACMP).
+ Strong leadership, communication, stakeholder management, analytical, and problem-solving skills.
+ Ability to translate complex legal and regulatory concepts into clear, actionable communication plans.
+ Proven ability to influence stakeholders and lead through complexity in a global matrixed organization.
+ High emotional intelligence and a growth mindset—demonstrated ability to engage peers with openness, curiosity, and a commitment to shared success.

Primary Location Full Time Salary Range:
$170,000.00 - $300,000.00
