    Job Description

    The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

     

    The New York City Bureau of Water Supply seeks to hire a Construction Project Manager II for a position within the Environmental Health and Safety (EHS) Directorate, located in Kingston, New York.

     

    The Bureau of Water Supply EHS Project and Field Compliance Section is responsible for providing environmental health and safety (EHS) oversight for over 100 construction projects, often located at critical infrastructure locations. Critical projects include the rehabilitation of the Hillview and Jerome Park Reservoir campuses, and the Kensico Eastview Connection. Responsibilities include construction inspections, mechanical design drawing reviews and specific project reviews to assure compliance with pertinent laws, rules and regulations governing the areas of general environmental conditions, safety (EHS) and health standards. There will be varying degrees of difficulty and responsibility regarding administrative work and in directing the operation of a major organizational segment of EHS inspection programs, to ensure compliance with relevant laws and regulations governing health and safety in the BWS workplace.

     

    Under direction, of the Chief of Project and Field Compliance, the Construction Project Manager II will serve as Project & Field Compliance Liaison and will be responsible for providing environmental health and safety (EHS) oversight for construction projects, often located at critical infrastructure locations In City as well as the upstate watershed region. Responsibilities include construction inspections, mechanical design drawing reviews and specific project reviews to ensure compliance with pertinent laws, rules and regulations governing the areas of general environmental conditions, safety (EHS) and health standards. Specific duties include:

     

    - Performing management work in overseeing the Environmental Health and Safety Compliance of several routine reconstruction projects or a single new construction or major reconstruction project.

     

    - Overseeing construction projects necessary for the maintenance and repair of many structures or buildings.

     

    - Supervising staff performing asbestos removal or lead abatement work involving removal or encapsulation of lead contained in or on any surface.

     

    - Providing adequate support to Bureau of Engineering Design and Construction (BEDC) Project Managers to assist with EHS integration into the planning, design and implementation of contracts.

     

    - Ensuring that all field staff in the Planning and Source Water Protection (SWP) Directorates are given information on and access to, tools and skills required to perform their job duties in a safe and environmentally friendly manner.

     

    - Maintaining technical knowledge, licenses, and certifications as required to perform all job tasks. Performing tasks and interacting with others in a professional manner, utilizes good work habits to meet assignments, goals and timeframes.

     

    - Accepting contractor and subcontractor EHS submissions for review and agency acceptance.

    Some of the physical activities performed by Construction Project Managers and environmental conditions experienced are: walking to and from inspection sites and during inspections, climbing and descending ladders or stairs to get to areas to be inspected, working on exposed heights, standing for extended periods of time, working in confined areas, wearing hard hats and other protective clothing in construction areas, bending and stooping during inspections, climbing over and around various objects, working in areas that may be hot, cold, damp, dark, dusty, smoky or acrid, working outdoors, including in natural areas, in all kinds of weather, may come into contact with rodents and or insects, may be required to wear DEET, may supervise or inspect the removal of asbestos and or lead requiring the use of a respirator.

     

    Construction Project Managers may be required to work various shifts including nights, Saturdays, Sundays, and holidays.

    CONSTRUCTION PROJECT MANAGER - 34202

    Qualifications

    1. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or

    2. One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or

    3. One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or

    4. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.

     

    Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.

     

    Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.

     

    5. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above.

    6. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.
