About the Business Programs team:
The Business Programs team has a portfolio of programs that help small business owners to launch and grow through several long-term, one-on-one, educational, and grant services. These services are intended to assist small business owners in launching and growing in step with ongoing changes within industry and consumer or neighborhood demands. Each service is also designed to create equal access to entrepreneurship for underrepresented groups. The Business Programs team holds programs such as Commercial Lease Assistance (CLA) program, FastTrac, Women Entrepreneurs (WE) NYC, the Worker Cooperative Business Development Initiative (WCBDI), and other special initiatives.
Job Description:
The Division of Business Services seeks a Director to oversee the operations in the Business Programs portfolio and other special programs. The Director will assist the Executive Director with strategic decision making and lead its execution in the day-to-day operations, ensuring that each program is grounded in the needs of real business owners in New York City.
Specific duties include:
Leadership and Management
- Manage day-to-day fiscal and programmatic operations of programs.
- Supervise and coach a team of program managers.
- Draft, design, negotiate, and manage vendor contracts to deliver customer-centric services that align with the agency's goals to support small business owners.
- Ensure that programs are meeting core milestones and policy objectives.
- Oversee program dashboards to report on Key Performance Indicators to ensure programs meet service targets.
- Develop and implement tools to monitor and evaluate impact of programs.
- Lead the drafting, development, and implementation of standard operating procedures to ensure efficient and effective program operations.
- Collaborate with Program Managers to improve internal operations of vendor management, program performance, budgeting, and invoicing.
- Assist the strategic direction of programs by working with the senior leadership team.
- In partnership with senior leadership, design, develop, and implement new programs that meet the needs of small business owners in New York City.
- Assist in other leadership and management duties as assigned.
Outreach, Marketing and Relationship Management
- Identify continued opportunities for communication with business owners throughout NYC.
- Lead and facilitate presentations to internal/external audiences on program information, performance, and other initiatives.
- Provide advice and support to the senior leadership team on community engagement opportunities and best practices.
- Collaborate with senior leadership team to develop and manage key partnerships to support programming.
- Assist in other marketing and outreach duties as assigned.
Thought Leadership, Policy, and Advocacy
- Work with SBS senior leadership team and external stakeholders to support government initiatives that promote equitable access to entrepreneurship and business ownership.
- Assist SBS senior leadership team in developing research, scholarly articles, or public testimony in support of equitable access to entrepreneurship and business ownership.
- Assist in other thought leadership duties as assigned.

Additional Information
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37; however, note that per this program, employees may be required to report to the workplace in person if operational needs warrant.

Qualifications
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
