Human Resources Manager | Onsite in Alexandria, VA | 6-month contract-to-hire | Pay: 90k - 110k/yr
Job Description
The Human Resources Manager plays a pivotal role in overseeing the daily operations of all human resources programs, reporting directly to the Chief Labor Relations & Engagement Officer. This role is crucial in managing employee benefits, compliance, performance management, recruitment, staffing, and various other HR initiatives.
Responsibilities
+ Oversee the efficient administration of HR programs, systems, and records.
+ Collaborate with the Chief Labor Relations & Engagement Officer to develop and implement HR initiatives that drive employee engagement and retention, enhance performance, and support organizational objectives.
+ Ensure fair and consistent application of company policies and procedures, updating and recommending changes as necessary.
+ Champion a positive, safe, and inclusive work culture by addressing employee concerns, conflicts, and grievances equitably and promptly.
+ Foster a work environment where employees feel comfortable seeking counsel from HR, maintaining strong relationships between management and staff.
+ Oversee recruitment, staffing processes, benefits programs, and overall HR administration.
+ Manage compliance and government reporting requirements, including distribution of annual notices, ACA reporting, discrimination testing, and census reporting.
+ Administer performance management processes, ensuring timely completion.
+ Serve as an HR business partner to managers and supervisors, offering coaching and guidance on employee relations matters.
+ Manage financial processes within the HR department, including monitoring fees, reconciling benefits invoices, and approving invoices from HR-related service providers.
+ Support the annual review and audit of organizational policies.
+ Assist in the development of the employee intranet and internal newsletter.
+ Ensure the collection of HR data and metrics for the KPI dashboards.
+ Assist the Chief Labor Relations & Engagement Officer with employee engagement strategy initiatives.
+ Utilize HR systems and technology to optimize workflows and assist with the integration of new HR software or technology solutions.
+ Oversee record retention and documentation procedures aligning with company policy and legal requirements.
+ Provide guidance on payroll matters, troubleshoot HRIS issues, and handle complex payroll issues promptly.
+ Make recommendations and provide updates to the Chief Labor Relations & Engagement Officer on departmental performance and employee issues.
+ Perform other duties as assigned cooperatively and efficiently.
Essential Skills
+ Bachelor’s degree or higher in Human Resources, Business Administration, or a related field.
+ Minimum of five years of experience in human resources with demonstrated progressive responsibilities.
+ At least three years in a supervisory capacity.
+ Proven experience administering HR programs, including employee benefits plans.
+ Preferred experience in processing payroll and handling payroll matters.
Additional Skills & Qualifications
+ Experience as an HR Manager is required.
+ No specific industry or company size preference, applicable to a team of 350 employees.
+ Experience with any HRIS software is acceptable, though Paycom is preferred.
+ No union experience required.
Work Environment
The work environment is on-site in Alexandria with core hours from 8:30 AM to 5:00 PM, Monday to Friday. Parking is free, and the commute is easy. A laptop and cell phone will be issued to the successful candidate. The role involves supervising a team of three: an HR/Talent Acquisition Specialist, a Human Resources Generalist, and HR Administrative Support. There is no hybrid work option for at least the first 90 days.

Pay and Benefits
The pay range for this position is $95000.00 - $110000.00/hr.
