Organization Information:
Our client oversees NC HealthConnex, the state-designated health information exchange (HIE). NC HealthConnex enables the secure electronic exchange of patient health records among healthcare providers, improving care coordination and public health outcomes. NC HIEA works with healthcare organizations, Medicaid programs, and other stakeholders to enhance health data sharing across North Carolina.
Position Description:
This position supports the HIE Medicaid Services (HMS) program, a collaboration between NC HIEA and the client's Division of Health Benefits (DHB), also known as NC Medicaid. The program enhances Medicaid quality and population health efforts through improved data exchange, focusing on:
1. Transitioning to digital quality measures (dQMs),
2. Improving health-related social needs (HRSN) data exchange, and
3. Enhancing care management data sharing.
The Care Management Analyst will focus on day-to-day operational support and implementation of the care management use case within NC HIEA. This role is responsible for helping to define requirements and guide implementation across teams, from documenting requirements to coordinating testing, managing technical issues, and ensuring that program activities align with established strategies. The position requires knowledge of Medicaid operations and data exchange, strong organizational skills, and the ability to troubleshoot and resolve issues across multiple stakeholders.
Key Roles and Responsibilities:
Operational Support & Issue Resolution
• Own and manage the Tech Ops and Help Center ticketing processes, ensuring timely triage and resolution of technical issues and user-reported errors.
• Track, analyze, and escalate recurring issues and work collaboratively with developers and support teams to implement fixes or enhancements.
Implementation & Quality Assurance
• Translate program requirements into clear specifications for technical teams.
• Ensure data flows, metrics, and outputs support care teams and align with Medicaid care coordination objectives.
• Monitor data flows, outputs, and error logs to ensure accuracy and reliability.
• Support testing and validation of system functionality, including user acceptance testing.
Stakeholder Coordination
• Serve as the day-to-day liaison with NC Medicaid, SAS Institute, and other partners to support implementation activities for care management.
• Act as a liaison to ensure alignment between programmatic goals and technical execution.
• Provide clear communication about technical issues, resolutions, and timelines.
Documentation & Reporting
• Maintain detailed documentation of requirements, workflows, tickets, and system updates.
• Track and report on progress of issue resolution, testing, and system enhancements.
Desired Skills and Experience:
1. Bachelor’s degree in Public Health, Health Informatics, Information Systems, or a related field.
2. 3+ years of experience in healthcare operations, analytics, or technical support roles.
3. Strong skills in requirements gathering, documentation, troubleshooting, and stakeholder communication.
4. Experience supporting health information exchange and/or Medicaid programs.
5. Experience using and managing support workflows (e.g., ticketing systems or issue tracking tools).
6. Experience working with or supporting technical vendors.
7. Clear and concise written and verbal communication skills, with an ability to convey complex information and concepts to different audiences.
8. Ability to manage multiple priorities and respond to evolving project needs.
9. Collaborative and team-oriented with a proactive mindset.

Pay and Benefits
The pay range for this position is $35.00 - $45.00/hr.
