The Georgia Technology Authority (GTA) is currently seeking a Product Manager – in the Digital Services & Solutions unit.
The Georgia Technology Authority (GTA) currently manages the delivery of IT infrastructure services to 89 Executive Branch agencies and managed network services to more than 1,200 state and local government entities. IT infrastructure services encompass mainframes, servers, service desk, end user computing, disaster recovery and security. Managed network services include the state’s wide and local area networks, voice, cable and wiring, and conferencing services.

JOB SUMMARY:
The Product Manager is responsible for the business health and success of services within GTA’s Service Portfolio, including cloud infrastructure, application development, telecommunications, and web services. This role leads the product development process by translating customer demand and business opportunities into actionable service plans that deliver value and align with GTA’s strategic goals.
Working across teams including Technology, Finance, Contracts, and Customer Service, the Product Manager defines service value, ensures financial sustainability, and supports the full-service lifecycle, from creation and improvement to performance monitoring. The role requires broad technical knowledge, strong business acumen, and the ability to manage complex, cross-functional projects that impact multiple organizations within the State of Georgia.
RESPONSIBILITIES:
• Monitor industry trends, customer needs, and emerging technologies to identify opportunities for new or enhanced services.
• Lead the development of product strategies and justifications through thorough analysis, planning, and stakeholder engagement.
• Translate complex business needs into clear, actionable technical, financial, and contractual requirements.
• Design and refine customer-facing processes and service documentation to ensure clarity, usability, and alignment with business goals.
• Collaborate with internal teams, including Communications, to shape service positioning, messaging, and targeted outreach strategies.
• Track and provide guidance to business owners on KPIs
• Maintain a holistic view of GTA’s Service Portfolio, supporting internal reviews and driving alignment with strategic priorities.
• Proactively assess business and service risks and develop mitigation strategies and recommendations for decision-makers.
• Manage the full lifecycle of assigned products and services, from ideation through retirement, ensuring continued value and relevance.
• Participate in contract development, vendor evaluations, and renewal processes to ensure service alignment and cost-effectiveness.
• Act as a subject matter expert (SME) for internal teams and external stakeholders, providing guidance on complex service requests and solutions.
• Identify opportunities to enhance service quality, efficiency, and alignment with organizational objectives.
• Contribute to procurement activities and vendor selection processes in coordination with cross-functional teams.
• Support team leadership activities, including task prioritization, performance monitoring, professional development, and internal communication.
• Ensure alignment between project teams, service catalogs, business requirements, and contractual obligations throughout the service lifecycle.
• Facilitate collaboration between customers and service providers to design solutions that meet business needs and align with GTA and State strategic direction.
• Work across varying levels of project complexity and organizational impact, contributing to initiatives that span multiple agencies or systems.
• Leverage broad technical knowledge and strong business acumen to support planning, execution, and continuous improvement of service offerings.
• Performs all other duties as assigned.

AGENCY SPECIFIC QUALIFICATIONS
Minimum Qualifications:
• Bachelor’s degree in business administration, marketing, computer science, information technology, telecommunications, project management, or a related field AND two (2) years of experience related to information technology or telecommunications, product management, service providers, customer requirements, product lifecycle, service catalogs, technology solutions or service contracts. OR an equivalent combination of education and experience; Six (6) years of product management experience .
Note: An equivalent combination of education and job-specific experience that provided the knowledge, experience, and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred Qualifications:
(Preference will be given to candidates who demonstrate some or all of the following skills/experience):
• Knowledge of Public Sector environment
• Portfolio Management or previous product management experience
• Strong knowledge of IT infrastructure, cloud services, application development, telecommunications, and enterprise technology solutions
• Experience providing guidance, organizing team activities, and supporting professional development.
• Skilled in translating complex business needs into actionable technical and financial requirements
COMPENSATION/WORKER TYPE/ADDITIONAL DETAILS:
Target Hiring Salary Range: * $58,100 - $74,200
*Current Georgia state government employees will be subject to SPB rule provisions.
Worker Type: Hybrid – State of Georgia Remote Work Option
