The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security (EOPSS). The MPTC’s mandate and mission is to set the police training standards for all law enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission (“POST”), and to develop, deliver, and maintain a record of that training for over 23,000 police officers (municipal, MBTA, environmental, campus, hospitals), deputy sheriffs, harbormasters, constables, and other statutorily defined personnel who perform police duties and functions in the Commonwealth. These responsibilities are to be carried out in a way that ensures high quality, standardized, community-oriented training. The MPTC’s training programs include a comprehensive, 800-hour basic recruit training program for new police officers, statutorily required annual in-service training programs, and specialized training programs. The MPTC’s academies work closely with the local municipal police departments in their respective regions and are responsive to regional training needs and requirements. The MPTC operates 7 regional academies and oversees 10 authorized academies across the Commonwealth. The Range Manager is a crucial leadership role responsible for the safe, secure, efficient, and compliant operation of the MPTC range in Marlborough, MA. They are responsible for the overall safety and operation of the shooting range. The Range Manager will supervise the Range Specialist/ Supervisor, Range Program Coordinator, and contracted Range Safety Officers. *Duties and Responsibilities:* 1. Oversee the day-to-day operations of the Range and Range Staff: * Manage and oversee the daily activities of the Range Safety Officers (RSOs) and other range personnel, including but not limited to: assigning duties, providing guidance, training and mentoring facility staff. * Oversee all aspects of range operation. This includes managing all aspects of the daily operations of the facility, including scheduling, maintenance, range cleaning and recycling, and inventory management. * Maintain facility security and compliance. Oversee proper licensing, maintain safe storage of firearms and ammunition, and ensure compliance with all relevant federal, state, and local regulations. 2. Ensure all safety and policy rules are adhered to by staff: * Working with the MPTC Statewide Firearms Coordinator to use best practices and current state procedures. * Develop and enforce safety protocols. Implement and strictly enforce all firearms and range safety rules and regulations to ensure a secure enviroment for all memebers and guests. * Conduct safety briefings and trainings. Lead and assist in providung range safety briefings and instructing members on firearms safety and handling techniques. * Work with the MPTC Statewide Firearms Coordinator to create a RSO program for contract and full-time employees. * Coordinate events and trainings. Coordinate and supervise events and training sessions; ensuring high safety standards and providing expertise, when needed. * Develop and execute emergency response plan, as needed. * Inspect MPTC weapons and ammunition for safety, serviceability and proper use. * Generate and complete detained and complex written reports, when applicable. 3. Financial and administrative responsibilities: * Manage range budget and inventory ensuring efficient operations. * Maintain records of expenditures and ensure proper documentation for safety procedures and regulartory compliance. *Preferred Qualifications:* * Depth of knowledge of firearms and safety protocols. * Range Safety Officer (RSO) certifications or equivalence along with Tactical/Trauma First Aid/CPR/AED certifications. * Ability to legally possess a firearm in Massachusetts. Maintaining a license of carry will be a requirement for this position upon hire. * Experience in facility and personnel management in addition to experience in event planning/coordinator. * Background in business administrations or related field. * Physical Requirements: Ability to lift and carry up to 75lbs, ability to stand, sit, bend, reach and kneel for extended periods of time as well as be exposed to loud sounds. * Ability to work days, evenings and occasionally weeks. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
