**Northrop Grumman, Mission Systems (NGMS)** is looking for a **Manager, Programs 2** to support our growing portfolio of classified production programs within the **Combat Systems Business Unit’s Advanced Radar Systems Organization Unit** onsite in **Baltimore, MD** . The candidate selected for this position will be supporting a Low-Rate Initial Production contract.
What You'll Get to Do:
The Program Manager is responsible for leading all phases of execution, from inception (proposal development) through completion (contract closeout). Primary responsibilities will include but are not limited to:
+ Lead and direct a cross-functional Integrated Program Team (IPT) to meet program cost, schedule and technical objectives.
+ Ensure program team understands & adheres to the contract scope and support change management efforts.
+ Develop and adhere to the Integrated Master Schedules (IMS).
+ Develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
+ Manage program risks & opportunities including identification, mitigation and realization.
+ Address workforce planning needs.
+ Develop customer relationships and demonstrate commitment and energy to meet customer needs and program objectives.
+ Cultivate customer intimacy to develop further opportunities within the customer community.
+ Coordinate Contract Change Board activities internally and with the customer, to include Engineering Change Proposals (ECP).
+ Government Property (GFE, CFE, etc.) tracking and management.
+ Develop and deliver presentations to customers, executive management, and other program stakeholders.
+ Support development of new business opportunities through long term strategic planning, capture planning and proposal development.
+ Adhere to all internal processes, policies, and industry standards.
Basic Qualifications:
+ Bachelor’s Degree and 8+ years or Master's Degree and 6+ years of related professional/military experience that includes a background in project/program management or related fields.
+ Demonstrated experience leading technical or manufacturing projects while ensuring all deliverables are completed on schedule, within budget and in full compliance with performance and quality requirements.
+ Experience applying Earned Value Management (EVM) and Cost Account Management (CAM) principles to monitor project performance, ensuring delivery within budget and schedule constraints.
+ Demonstrated experience with financial reporting and forecasting.
+ Demonstrated experience with cross-functional collaboration experience with supply chain, manufacturing, mission assurance, business management, and/or engineering.
+ Knowledge of manufacturing operations including production workflows, safety, quality assurance procedures, and process improvement practices.
+ Proven production leadership experience such as Operations Program Manager, Program Manager, IPT lead, or Project Manager.
+ US Citizenship.
+ Current/active U.S. Government DoD Secret security clearance with the ability to obtain a SAP clearance after starting.
Preferred Qualifications:
+ Technical program management experience.
+ Experience supporting low-rate initial production contracts concurrent with Engineering and Manufacturing Development (EMD).
+ Experience identifying and implementing affordability improvements.
+ Experience working with SAP, MRP, or similar tools.
+ Prior experience with execution of large, multi-year project scope.
+ Experience with production rate scaling or efficiency.
+ CAM certified.
+ Current/active TS clearance,

Primary Level Salary Range: $149,400.00 - $224,000.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
