    Staff Analyst I (TA): $73,571(Min) - $87,099(Max) (New Hire Rate: $63,972)

     

    Staff Analyst II (TA): $85,425 (Min) - $95,142 (Max) (New Hire Rate: $74,284)

     

    Associate Staff Analyst (TA): $96,568 (Min) - $125,031 (Max) (New Hire Rate: $83,971)

    NOTE: TA employees must be permanent in the Staff Analyst, Associate Staff Analyst title in order to be considered, or be reachable on the Staff Analyst Series civil service list when established.

    Responsibilities

    This position performs the critical payroll support functions of the NYCT/MaBSTOA payroll control group in making required payroll payments to NYCT/MaBSTOA employees within agreed upon deadlines. The selected candidate will be responsible for assisting with the following functions:

     

    + Perform detailed analysis to verify the accuracy of eligibility files for the payment of collective bargaining agreement required special payments.

    + Review and correct sick letter files using PeopleSoft queries. Submit corrected files for processing to produce sick letters and create files needed to update timekeeping systems.

    + Arrange for distribution of sick letters in the mail, the posting of copies to the employees myMTAportal and the updating of the employee’s status in the timekeeping systems.

    + Determine eligibility for Essential Worker Bonus payments based on collective bargaining agreements and employment status.

    + Review and process annuity payments and education funds.

    + Review wage computations and other information to detect and reconcile payroll discrepancies for RWA data validation files.

    + Review and confirm longevity payments.

    + Review sick and lump sum payments and check reversals for all employees at NYCT.

    + Assist with all check reversals and oversee W2 corrections.

    + Assist in the review of biweekly high-roller reports.

    + Perform other payroll duties as assigned by management.

     

    Education and Experience

    Associate Staff Analyst

    1. A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

    2. A baccalaureate degree from an accredited college or university and three years of satisfactory full-time professional experience in the areas described in "1" above; or

    3. An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above; or

    4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above; or

    5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College

     

    education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

    Staff Analyst I & Staff Analyst II

    1. A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or urban studies, or a Juris Doctor degree from an accredited law school; or

    2. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma.

    Special Note:

    To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

    Desired Skills:

    + Must have knowledge of MTA Payroll related computer systems, i.e, PeopleSoft

    + Must have knowledge of generally accepted accounting principles

    + Demonstrated proficiency in the Microsoft Office Suite or comparable applications, i.e.,

     

    Word, Excel, PowerPoint, and Outlook.

     

    + Proficiency in and/or ability to learn analytical and/or quantitative skills.

    + Proficiency in and/or ability to learn completing short- and long-term projects effectively and as efficiently as possible.

    + Proficiency in and/or ability to learn organizational and presentation skills.

    + Proficiency in and/or ability to learn communicate and interact well with external agencies.

    + Proficiency in and/or ability to learn to work with all internal levels within a given organization.
