**MANTECH** is seeking a motivated, career and customer-oriented **Program Analyst** to join our team onsite in **Norfolk, VA** . This is an **on-site** position.
Join the **Navy's Continuous Training Environment (NCTE)** program and contribute to the evolution of warfighter readiness. We provide critical engineering and technical expertise for the U.S. Navy's premier **Live, Virtual, Constructive (LVC)** training capability. Our work involves seamlessly integrating live training with synthetic systems to create highly realistic and complex global training environments. We also drive the development of advanced representations for joint, theater, and national systems, and model new weapons technologies and emerging threats, ensuring our forces are prepared for any challenge.
Responsibilities include but are not limited to:
+ Develop and draft Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), and Interconnection Security Agreements (ISAs)
+ Gather, correlate, and analyze financial, logistical, and planning data for cost of performance, capabilities, and requirements for support, ensuring inclusion of relevant information
+ Administer and maintain a record of active agreements, ensuring their accuracy and ensuring alignment with organizational goals
+ Facilitate modifications, renewals, and terminations of agreements when appropriate
+ Work with Program Managers to ensure agreement content is accurate and comprehensive before routing for review and approval
+ Communicate with external commands while drafting agreements and confirm accuracy before submitting to the Program Manager for final approval
+ Collaborate with the Navy Authorizing Officials (NAO) to route finalized documents for signature
+ Ensure compliance with Risk Management Framework (RMF) processes, particularly in relation to network interconnections and systems security
+ Support the NCTE Chief Information Technology Officer (CITO) with drafting and tracking compliance documents related to network/system interconnections and security requirements
+ Prepare and deliver formal oral presentations, including military-style briefings, to stakeholders and leadership
+ Assist with the creation and maintenance of various program documents, including program MOUs, Interconnection Control Agreements (ICAs), Terms of Reference (ToR), and other contractual agreements
+ Use tools like Jira and Confluence to track agreements, compliance documents, and other program-related tasks
+ Ensure that all support agreements and authorizations are kept up to date and do not lapse in expiration
Required Qualifications:
+ High School Diploma and 3+ years of Program Management experience
+ Experience with Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), Interagency Service Agreements (ISAs), and other related contractual documents
+ Experience with the Risk Management Framework (RMF) process and its application to network and system interconnections
+ Experience using Jira, Confluence, and other program management tools
+ Proven ability to communicate clearly and effectively, both in writing and through oral presentations
+ Ability to work with various stakeholders, including military personnel and government agencies
+ Detail-oriented with strong organizational and analytical skills
+ Ability to work in a fast-paced, dynamic environment
Preferred Qualifications:
+ Bachelors degree
+ Familiarity with Navy Continuous Training Environment (NCTE) or similar military/government operational environments
+ Experience with compliance documentation for network/system interconnections
Security Clearance:
+ Must have an active DoD secret security clearance
Physical Requirements:
+ Must be able to remain in a stationary position 50%
+ Constantly operate a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
+ The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
