    Position Description

The Surface Training Systems (STS) Program Office is the OPNAV single point of contact for strategic program planning, policy, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy Surface Training Systems.     Experienced Senior-Level Surface Warfare Analyst (SWA) sought to support PMS 339 in the planning, development and management of a Surface Training and Readiness Management System (STRMS) that enables collection and analysis of data supporting training effectiveness throughout the Fleet. Directly supports Senior Staff personnel by investigating, consolidating, and providing recommended solutions for training issues affecting Surface and Expeditionary Fleet readiness while briefing project status at the highest levels of leadership. The TA’s primary function will be support toward implementation of a viable Surface and Expeditionary Training application and improving the Feedback process that will be iterated and matured through lessons learned.

     

    An Active Secret Level Clearance is required prior to beginning employment.

     

    Work will typically be performed in our San Diego, CA office 3 days/week with two days working in a remote status. Therefore, flexibility with a hybrid work schedule is required.

    In this role, you will:

    + Capture and analyses surface and expeditionary warfare training, proficiency, and material trends to support applicable Surface Warfare Enterprise (SWE) stakeholders in reaching informed surface Navy training investment decisions.

    + Support Senior TYCOM Staff in implementing viable surface force training automated decision support system consistent with west-coast TA.

    + Determine and establish organizational structures and supervisory relationships.

    + Support development of a Training and Readiness Management System Application that supports management and collection of Kirkpatrick level three training data training effectiveness data and automated ROI Assessment.

    + Provide information assurance Subject Matter Expertise and recommend system enhancements to improve Information Security deficiencies.

    + Assist in the integration of innovative technology, design concepts, and systems to improve sharing, collection, and analysis of data with Career Training Continuum program requirements.

    + Support development and execution of overall STRMS objectives to ensure the project is completed on schedule and within budget. Establishes and monitors standards for the quality of programs and documents. Assists in the resolution of project and program priorities. Assures quality control throughout all contract activities.

    + Support weekly meetings on the development of the STRMS project and waterfront engagement for implementation on Surface ships.

    Qualifications

    To be successful in this role, you must have:

    + Bachelor's Degree and 8 years’ experience working with Navy surface ship training and certification process at TYCOM, Strike Group or Training Command. In some cases, educational requirements may be adjusted or waived for 12 or more years of comparable work or military experience.

    + Must have a minimum of 8 years Surface Navy experience.

    + Must have shipboard operational experience as a Surface Warfare Officer managing ships routine including training, operations, maintenance, and repair at a senior level.

    + For example: Commanding Officer, Executive Officer, Task Group/Squadron Commander/Deputy, CSG/ESG Warfare Commander Senior Staff.

    + Expert level Manpower & Training (MPT) field and experience with ATG/EAP/EAA/SWCTC communities.

    + **An Active Secret Level Clearance**

    + Flexibility with travel up to 25%.

    Additional desired experience and skills:

    + Experience with commercial or military enterprise program management.

    + Knowledge of effective leadership of cross functional teams and how to improve cross functional business processes.

    + Ability to conduct workshops and control meetings that identify and prioritize process improvement opportunities.

    + Experience with requirements development and analysis of alternatives in Navy environment.

    + Working knowledge of military shipboard systems operations, and tactics.

    + Experience with configuration management and control as it relates to training processes.

    + Experience in the analysis of individual, sub-team, team and/or unit level performance data.

    + Experience with Microsoft Office Suite of Program tools.

    + Briefing experience with an in-depth comprehension of development of briefs for senior flag, coalition, and congressional level audience.

    + Expert knowledge of the Surface Force Training and Readiness Manual (SFTRM).
