Position Description
Serco-NA is seeking a highly experienced **Executive Program Analyst** to provide direct programmatic support to a Flag Officer (Admiral) and Senior Executive Service (SES) leader in the management and execution of a major Navy program.
This individual will play a key role in coordinating across Navy, DoD, and Congressional stakeholders—supporting the leadership team in preparing timely and accurate responses to high-visibility inquiries, reports, and taskers. The position requires exceptional organizational, analytical, and communication skills to manage sensitive information, track leadership priorities, and ensure the efficient execution of daily operations in a complex and dynamic environment.
Key Responsibilities
+ **Executive Support:** Serve as the primary coordinator for day-to-day operations, ensuring the Admiral and SES are informed, prepared, and supported for all engagements and meetings.
+ **Program Coordination:** Track, manage, and drive completion of leadership priorities, taskers, and deliverables across multiple functional areas.
+ **Congressional & Pentagon Liaison:**
+ Coordinate and prepare responses to Congressional, OSD, and Pentagon taskers, inquiries, and reports.
+ Support leadership in preparing testimony, briefing materials, and correspondence for Congressional engagements and hearings.
+ **Leadership Engagement:** Develop and coordinate executive-level briefings, decision papers, and strategic communications.
+ **Meeting Management:** Plan, schedule, and support senior-level meetings, including agenda development, read-aheads, and action item tracking.
+ **Information Management:** Review and synthesize inputs from multiple commands into concise summaries, talking points, and decision-ready materials.
+ **Stakeholder Coordination:** Serve as a central communication node between Navy headquarters, fleet organizations, and external agencies.
+ **Strategic Planning:** Assist in the development and monitoring of strategic objectives, milestones, and performance indicators.
+ **Administrative Oversight:** Manage calendars, correspondence, and travel with precision, discretion, and attention to detail

Qualifications
Required:
+ Bachelor’s Degree in Business Administration, Political Science, Public Policy, Management, or related field (or equivalent professional experience).
+ 7+ years of experience providing direct support to Flag Officers, SES, or senior government executives.
+ Demonstrated experience with **Congressional liaison functions** , including preparing and coordinating responses to **Congressional and Pentagon taskers** .
+ Active DoD Secret clearance (must be current).
+ Strong written and verbal communication skills, with demonstrated ability to draft polished executive correspondence, talking points, and briefing materials.
+ Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and DoD correspondence systems.
+ Strong organizational and prioritization skills, with the ability to manage competing priorities under tight deadlines.
Desired:
+ Experience within Navy or DoD headquarters, program offices, or legislative affairs organizations.
+ Familiarity with Navy correspondence routing and senior-level coordination processes.
+ Understanding of Navy organizational structures, acquisition processes, and readiness programs.
