    Human Resources works with all divisions of the Metropolitan Council to provide proactive solutions for the Council’s workforce needs in the areas of recruitment, labor relations, benefits, training, organizational development, occupational health, and wellness.

     

    Occupational Health manages medical, disability, leaves of absence, and drug/alcohol testing programs for the Metropolitan Council.

    How your work would contribute to our organization and the Twin Cities region:

    TheHR Program Coordinator in Occupational Health's Employee Resource Center (ERC) administers leave programs, including Family Medical Leave Act (FMLA), Minnesota Paid Leave (MPL), and other leaves of absence provided by statute or policy. This position collaborates with divisions to coordinate leave administration, draft procedures, and train managers on administering leaves. The HR Program Coordinator provides work direction to ERC staff and serves as an internal subject matter expert on statutory leave entitlements and leave policy administration.

     

    This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

     

    What you would do in this job

     

    + Oversee implementation and administration of various leave of absence (LOA) programs, including Family Medical Leave Act (FMLA), Minnesota Paid Leave (MPL), and other leaves provided by statute or Council policy.

    + Liaise with payroll and other work groups to ensure accurate tracking and compensation of leave periods, including adjustments for partial leaves or return-to-work scenarios.

    + Provide direct input/advice to the senior leadership related to the programs; regularly communicate progress towards meeting program goals and objectives.

    + Provide training and technical direction to other Council staff, program participants, and contractors/vendors.

    + Create reports as directed by summarizing program activities and analyzing such activities in light of program goals and requirements, in order to document activities, monitor performance and ensure compliance with Council plans.

    + Review and analyze program service delivery for compliance with program requirements; provide recommendations for program changes.

    + Assist with request for proposals and bid specification process, developing scopes of services, participating in evaluation of proposal; work with Procurement and Finance departments.

    + Develop and maintain relationships with key stakeholders (internal and external) to ensure successful collaboration around key program metrics.

    What education and experience are required for this job (minimum qualifications)

    Any of the following combinations of completed education (in human resources, business administration, legal studies, or closely related field) and experience in a leave management program coordinator/administrator role:

    + High School diploma/GED with seven years of experience

    + Associate degree with five years of experience

    + Bachelor's degree or higher with three years of experience

    What additional skills and experience would be helpful in this job (desired qualifications):

    + Experience with family, medical, and occupational health leave administration.

    + Experience effectively overseeing a high level of cases.

    + Experience in project management.

    + Experience providing work direction to staff.

    + Experience with PeopleSoft and/or running report queries.

    + Experience or familiarity with medical terminology and disability management programs.

    + Experience handling confidential data and associated documentation.

    + Experience working with a diverse workforce and diverse communities.

    What knowledge, skills and abilities you should have within the first six months on the job:

    + Skilled in project management and change management, with knowledge of continuous and process improvement methods.

    + Advanced skill in Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint, SharePoint, and Office 365.

    + Skilled in for data manipulation, cost analysis, and informed decision-making.

    + Ability to recommend and implement procedural improvements for efficiency and accuracy.

    + Ability to gather and document business requirements, test scenarios, and align with industry best practices.

    + Ability to develop and execute project plans, train others, and foster collaboration to achieve team goals.
