    Position Overview

    The Director of Environmental, Safety, Health, and Quality Assurance (ESH&Q) serves as a key leadership position within a contractor organization supporting the U.S. Department of Energy (DOE) Legacy Management Office. The Director is responsible for developing, implementing, and overseeing comprehensive ESH&Q programs to ensure compliance with DOE regulations, federal and state laws, and industry standards. The Director will collaborate with cross-functional teams and Senior Leadership to promote a culture of safety, environmental stewardship, operational excellence, and continuous improvement while ensuring adherence to local, state, and federal regulations.

    Key Responsibilities

    + **Strategic Leadership** : Develop and implement ESHQA strategies aligned with DOE mission objectives, contractual requirements, and organizational goals to ensure safe and sustainable operations.

    + **Regulatory Compliance** : Ensure adherence to DOE directives (e.g., DOE Order 450.1A, DOE Order 414.1D), OSHA, EPA, and other federal, state, and local regulations, as well as alignment with industry standards such as ISO 9001 and ISO 14001.

    + **Program Development** : Design, implement, and maintain ESH&Q policies, procedures, and training programs tailored to DOE project requirements, including nuclear safety, radiological protection, and hazardous materials management.

    + **Risk Management** : Conduct risk assessments, safety audits, and environmental compliance reviews to identify hazards, mitigate risks, and ensure quality standards are met across DOE sites.

    + **Incident Management** : Lead investigations of safety incidents, environmental non-compliance events, or quality deficiencies, preparing detailed reports for DOE oversight and implementing corrective actions to prevent recurrence.

    + **Team Leadership** : Manage and mentor a team of 60+ ESH&Q professionals, fostering collaboration, accountability, and continuous improvement in alignment with DOE client expectations.

    + **DOE Collaboration** : Serve as the primary point of contact for DOE representatives, coordinating with federal oversight bodies, auditors, and stakeholders to ensure compliance and transparency.

    + **Quality Assurance** : Oversee quality control processes to meet DOE contractual standards, ensuring deliverables (e.g., equipment, services, documentation) meet or exceed expectations.

    + **Sustainability Initiatives** : Promote environmentally sustainable practices, including waste minimization, pollution prevention, and energy efficiency, in alignment with DOE’s sustainability goals.

    + **Reporting and Metrics** : Track, analyze, and report ESH&Q performance metrics to DOE and contractor leadership, ensuring compliance with Key Performance Indicators (KPIs) and contractual obligations. Achieve organizational budget objectives.

    Qualifications

    + **Education** : Bachelor’s degree in Environmental Science, Occupational Health and Safety, Engineering, Quality Management, or a related field. Master’s degree or equivalent advanced degree preferred.

    + **Experience** : Minimum of 10 years of progressive experience in ESH&Q roles, with at least 5 years in a leadership capacity, preferably within DOE or other federal contractor environments. Experience with nuclear safety or high-hazard operations is highly desirable.

    + **Certifications** : Relevant certifications such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), DOE Q-Clearance (or eligibility), ISO 9001/14001 Lead Auditor, or equivalent is desirable.

    + **Knowledge** :

    + In-depth understanding of DOE directives, OSHA, EPA, and nuclear safety regulations (e.g., 10 CFR 830, 10 CFR 835, 10 CFR 851).

    + Familiarity with DOE Integrated Safety Management System (ISMS) and Quality Assurance Program requirements.

    + In-depth understanding of OSHA, EPA, ISO 14001, ISO 9001, and other relevant regulations and standards.

    + **Skills** :

    + Exceptional leadership and team management capabilities.

    + Excellent communication and interpersonal skills to engage with DOE officials, contractors, operations, and diverse stakeholders.

    + Analytical expertise in risk assessment/management, root cause analysis, and problem-solving.

    + Proficiency in ESH&Q software, data analysis tools, and DOE reporting systems.

    + **Attributes** : Proactive, detail-oriented, and committed to upholding DOE’s high level of safety, environmental, and quality standards in high-stakes environments.

     

    No clearance requirement but the contract and/or the site requires US Citizenship to be approved for access. (includes NACI / T1, MRPT, CAC):

     

    Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.

    Working Conditions

    + Full-time position based at Legacy Management DOE facility, with routine travel to project sites (e.g., cleanup sites, or research facilities).

    + May require response to emergencies or incidents outside regular hours, including on-call availability.

    + Work environment may include offices, industrial facilities, or hazardous sites, requiring adherence to strict safety protocols (e.g., PPE, radiological controls).

    + Must be able to obtain and maintain DOE security clearance (Q or L level, as required).

    Compensation and Benefits

    + HIRING SALARY RANGE: $158,880.38 - $262,144.06 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
