    Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST, Position Description Number T6356000 and is part of the RECRUITMENT AND RETENTION, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Veterans' preference does not apply to this vacancy due to internal merit promotion. Responsibilities This position is located in the Army National Guard (ARNG), Joint Force Headquarters (JFHQ), Office of the Director, RTI, Recruiting Command, USPFO Supply and Service or Command Administrative Office. Performs routine budget analysis functions in assigned areas. Work may be performed in any segment of the normal range of budget administration work performed by the organization including budget formulation, budget presentation-enactment, or budget execution. Duties typically performed include the following: assisting in the preparation of budget estimates and justifications; interpreting OMB directives and circulars; providing information and advice to program managers; reviewing bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget; recommending reprogramming of funds as needed. Only one budget analyst per organization unless otherwise specified. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Must have experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE: Must have 1 year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with validated understanding of the basic principles and concepts of the budget analysis occupational series and grade. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Education If you are using Education to qualify for this position, the applicant must have 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related You must provide OFFICIAL transcripts as documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Additional Information If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)). ADDITIONAL CONDITIONS OF EMPLOYMENT: This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1) Financial Management Certification Requirements: The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment. The most qualified individual will be selected for a position. Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension. The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs. The financial management certification requirements will vary for positions dependent on the complexity and responsibility of the positions' financial management supervisory and non-supervisory business programs. Financial management certification requirements are in the conditions of employment and notes in the position description. Supervisors of financial management coded positions coordinate with the component administrator and component certification authority to determine financial management certification requirements of employees occupying financial management coded positions.
