Summary This position is located in the Office of the Director, Executive Office for Immigration Review, U. S. Department of Justice. This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance. Responsibilities EOIR is comprised of three major adjudicating components: the Office of the Chief Immigration Judge (OCIJ), which includes a headquarters staff and all Immigration Courts located throughout the country; the Board of Immigration Appeals (BIA); and the Office of the Chief Administrative Hearing Officer (OCAHO). The agency also has several supporting components and programs, including: the Office of the General Counsel (OGC); the Office of Administration (OA); the Office of Information Technology (OIT); and the Office of Policy (OP). This position is located in the Office of the Director (OOD). The Office of the Director provides leadership and guidance for the agency and includes several supporting programs - the Office of Equal Employment Opportunity and Diversity (EEO) and the Office of the Ombuds. The Program Analysis Officer (Senior Operations and Planning Advisor), provides advisory services for the Office of the Director that includes strategic planning and implementation of solutions, and responding to complex and unique situations that arise from a variety of internal operational programs. The duties and responsibilities for a Program Analysis Officer (Senior Operations and Planning Advisor) GS-0343-15 generally include, but are not limited to, the following: Develops plans, goals, and objectives for long-range implementation and administration of agency programs and develops criteria for evaluating the effectiveness of such programs. Plans and coordinates efforts of multidisciplinary teams to conduct comprehensive studies and analyses of organizational structures, processes, resource requirements, performance measures and evaluation criteria, development of alternatives, and the assessment of potential impacts on agency mission, resources and workforce, and their integration into overall Departmental objectives. Oversees program planning and direction to include development of major program initiatives in such areas as organization realignment, standardization of functions, application of new technology and long-range facility planning. Advises agency executive leadership in the formulation, implementation, and assessment of practices, policies, and procedures proposed for establishment throughout the agency. Requirements Conditions of Employment Qualifications To qualify for the position of Program Analysis Officer (Senior Operations and Planning Advisor), at GS- 0343-15, you must meet the qualification requirements listed below. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). FOR THE GS-15 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties: Providing analytic and technical support for a variety of organizational initiatives and administrative programs; Leading efforts in developing, planning, implementing and improving administrative management, processes and procedures, and; Developing and implementing approaches, techniques, or methodologies to improve program operations and correct deficiencies You MUST meet all qualification requirements, including time-in-grade, by the closing date of this announcement 10/20/2025.
