Duties Description The Division of Quality Improvement (DQI) is responsible for developing and implementing much of OPWDD's core mission. One of the main objectives of DQI is to integrate and promote quality improvement practices throughout our system and to enhance the quality of services and outcomes for the individuals we serve. The DQI Analysis and Evaluation Unit (DAEU) conducts all DQI's data-driven research, analytics and metrics development used to support policy implementation and revision and quality assurance review activities for targeting areas of concern to individuals' health and safety. The incumbent of this position will serve as an integral part of the DAEU and will be involved in the oversight of data-driven research, analytics and metrics development used to support policy implementation and revision and quality assurance review activities for targeting areas of concern to individuals' health and safety. To accomplish these objectives, the Data Analyst 3 must work collaboratively with the leadership staff of DQI's other three units, the Bureau of Program Certification (BPC), the Continuous Quality Improvement (CQI) Unit and the Incident Management Unit (IMU) and have a comprehensive understanding of the systems, applications and data used by each unit. This position is a newly classified position and is pending placement into the non-competitive jurisdictional class. Until such approval, all appointments will be made temporary, pending jurisdictional class (JC). Once placed in the non-competitive class, the appointment type will be converted to permanent. This position will assist in managing the Evaluation and Analysis Unit comprised of 10 staff and will oversee many data analysis functions and initiatives important to DQI. The incumbent of this position will be expected to:· Directly supervise DQI Data Analysis and Evaluation staff. This position will be responsible for training and educating DAEU staff on DQI's data systems and analysis tools. Lead the coordinated effort to design and implement professional data analysis for the team. Responsibilities also include completion of performance evaluations and monitoring time and attendance. · Assist in managing all DQI data resources necessary to ensure that OPWDD is meeting its commitment to improving agency and program review processes and enhancing protections for individuals with disabilities.· Assist the DQI Data Analysis and Evaluation Director in overseeing the maintenance and improvement of DQI's data collection systems, including design changes and system modifications required for quality improvement and the transition to managed care. Develop business intelligence solutions to report on data collected in these systems. · Serve as the Project Lead for the DAEU Team in the building and development of all changes that need to be made to the Incident Report and Management Application (IRMA) and the Division of Quality Improvement Application (DQIA) for implementation of the CMS Access Rule. Design and implement the data analysis strategy related to Access Rule Reporting.· Act as a liaison with ITS to enhance and manage DQI's modernization efforts related to the analytics and reporting functionality associated with DQI's incident management, program survey and program certification activities.· Perform the most complex data extraction, analysis, and reporting from DQI systems.· Manage data extraction, collection and integration from disparate sources including, but not limited to, DQIA, IRMA, TABS, CHOICES, ASPEN and electronic healthcare records.· Run special projects to analyze incident management and program certification data to help identify system-wide threats to individuals' health and safety and manage such threats appropriately.· Assist in the development of policies, procedures and instructions related to using DQI's data collection systems. · Manage DQI's response to internal and external requests for data including critical and high-profile FOIL and DRNY requests, as well as inquiries from other external entities (i.e.: the Governor's Chamber, the NYS Justice Center, Department of Health, etc.).· Provide data analysis, expertise and guidance to several standing committees including, but not limited to OPWDD's Mortality Review Committee and the Statewide Committee on Incident Review (SCIR) as well as to OPWDD Leadership as necessary.· Develop and revise survey instruments, instructional materials and training to ensure the collection and compilation of needed survey information and data collection processes for analysis and reporting.· Other tasks as assigned by the Director of DQI Data Analysis and Evaluation. *Please note: Office location may vary and will be discussed at the time of interview. Minimum Qualifications Non-competitive: Nine years of experience* in data visualization, and statistical models and data mining tools. *Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
