Duties Description • Performing oversight activities at transit agencies to ensure rail transit agencies comply with the applicable State and Federal Regulations and the State Safety Oversight Program Standard. • Assisting with the oversight and monitoring of rail transit operations including operating procedures, accident investigation procedures, bulletins, rule books, maintenance plans, training plans, hazard management corrective actions, and record-keeping activities.• Collecting and analyzing data to identify trends and issues about rail and rapid transit safety• Assisting with on-site compliance reviews and safety audits of rail transit agency property, rail transit vehicles, and rail operations.• Attending and participating in scheduled rail transit meetings, audits, and reviews.• Assisting with investigations and assessments to identify hazards, deficiencies and vulnerabilities of rail fixed guideway system operations and infrastructure.• Assisting with developing data to track and analyze operations/incidents and safety compliance in collaboration with federal, state and local agencies.• Receiving, on a 24 hour / 7 day a week basis, immediate phone notifications of railroad accidents; this will require being placed on a stand-by roster and can require responding to the scene of an accident after normal duty hours as required.• Conduct investigations about collisions, derailments, and other accidents on railroads and rail rapid transit to determine probable cause and prepare reports of the findings.• Prepare data for required annual reports.• Performs other job-related duties as assigned.• Respond to FOIL requests as needed.• Participate in risk monitoring activities on rail transit agency property.• Participate in Risk Based Inspections on rail transit property. Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Promotional:You must be a qualified employee of the New York State Department of Transportation and have had one year of permanent competitive or 55-b/55-c service as a Railroad Inspector (Motive Power and Equipment), Railroad Inspector (Track), Railroad Inspector (Operating Practice), Railroad Inspector (Hazardous Materials), Railroad Equipment Inspector, or Railroad Track and Structure Inspector.Open Competitive:Six years of professional work experience in any one or more of the following areas: management or operations of rail, commuter rail, subway, or light rail systems; design or construction of rail, commuter rail, subway, or light rail capital projects; or analysis of rail, commuter rail, subway, or light rail system organization and operations improvements. This experience must have included at least one year of rail, commuter rail, subway, or light rail systems accident investigation and analysis.Substitution: an associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience.Physical/Medical Requirements: Your physical and medical condition will be evaluated to ensure that you are able to satisfactorily perform the duties of this position with or without reasonable accommodation. Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
