    Duties Description The Program Outreach Specialist 1 (HBPU, Program Associate) will play a vital role in the work of the No Hate NYS campaign including our 10 Regional Councils across NYS and supporting our Response Team in responding to individuals and communities impacted by hate and building external relationships for the Hate and Bias Prevention Unit (HBPU) within the Division of Human Rights. HBPU’s mission is to combat prejudice and discrimination, serve as a resource for New Yorkers impacted by hate and bias incidents, and support communities in response to such incidents. The unit also focuses on public education, outreach efforts, and has established a hotline and online form for reporting hate and bias incidents.HBPU provides this coordinated and community-focused support through our state-wide Regional Councils, Response Team and Youth Initiatives.Under the direction of the HBPU’s Assistant Director and Program Manager, the Program Outreach Specialist 1 would support the work of our statewide Regional Council program and respond to constituent reports of hate and bias. In addition, they may assist with marketing campaigns and other initiatives that raise the profile of our No Hate NYS campaign within the community and proactively support the unit’s mission.As a Program Outreach Specialist 1, you will:• Serve as a member of HBPU’s Hate and Bias Response Team to support individuals and communities throughout the state impacted by hate and bias incidents.• Serve as a member of HBPU’s Regional Council Team to support individuals and communities throughout the state impacted by hate and bias incidents.• Answer HBPU hotline calls and respond to hate and bias incident reports through HBPU’s online reporting system. Provide consultation, referrals to services and assist in the design and provision of community-focused responses to hate and bias.• Maintain HBPU database; collect and analyze data on hate and bias incidents and create reports on the Unit’s work for internal and external stakeholders.• Engage in community outreach to identify and assess possible hate and bias incidents as they occur.• In conjunction with HBPU and/or Regional Councils, plan, promote, and execute community outreach events, conventions, meetings and other special events, overseeing the use of resources, financial planning, and scheduling of personnel.• Assist with additional project as they intersect with the work of the Regional Councils or as the need arises within the No hate NYS Campaign.• Coordinate with HBPU staff in the development of policy proposals and policy positions related to preventing and responding to hate and bias incidents in New York State.• Serve as liaison for the agency in state-wide events.• Build and maintain relationships with external partners, local human rights commissions, volunteers, and community-based organizations.• Support event planning, public outreach and vendorcoordination related to No Hate NYS campaign as needed.• Attend meetings, representing higher level staff as necessary.• Other related duties as they arise.

     

    Minimum Qualifications *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).Six years of professional experience in a position where the primary (50% or more) responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services. Qualifying professional experience includes, but is not limited to, professional experience in corporate, nonprofit, private organizations and governmental agency public relations; advertising; marketing, or promotion of public programs and services. Duties must have included creating, scheduling, organizing, and promoting outreach activities*, including conferences, workshops, training sessions and other public events, to promote agency programs to target populations. An associates degree may be substituted for up to two years of the above experience. A bachelor’s degree may be substituted for up to four years of the above experience.Preferred Qualifications:• Written and verbal fluency in a language other than English. • Previous experience related to hate and bias incidents, human rights, or diversity, equity and inclusion. • A background in social work, victim services, community organizing, conflict resolution and/or restorative justice.• Experience working with diverse communities.• Experience with MS Excel and case management database software.For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
