    Duties Description The Conservation Operations Supervisor 3 (COS3) is responsible for managing the operation and organization within the Stamford working circle including the management of personnel, equipment (coordinating emergency equipment), and managing operating budgets in support of a wide variety of programs and activities. The COS3 will be appointed by the Regional Director as the Regional Emergency Response Coordinator. Duties will include but are no limited to the following: •Oversee the Americans with Disabilities Act (ADA) Coordinator and oversee program requirements. •Prepare, coordinate, and manage various contracts. Development of scopes of work, budget estimates, and coordinate design and Duties include:•Developing work plans and budgets. The region currently has 10 million dollars in NYWI, Capital, EPF, Federal and State allocations for personal and non-personal services.•Establishing adequate fiscal controls and monitoring expenditures.•Directing department construction resources. •Direct the Maintenance Management System (MMS) and oversee the MMS coordinator. The region has 502 open work orders in the Maintenance Management System. •Direct building management services of 112 buildings, totaling 229,093 square feet of interior space across a nine (9) County region. •Consult with the regional COS4 and other program supervisors to ensure efficient delivery of services.•Consult with Central Office engineering staff on construction matters within the region, which encompasses 250,000 acres of state land.•Ensure program activities are compliant with state and federal requirements. •construction via several methods such as OGS contracts, job order contracting (JOC), purchase orders, and force account work. This position will act as the Regional Emergency Response Coordinator playing a critical role in overseeing environmental emergency preparedness and response within a specific region. These duties will include: •Interagency Coordination: Serve as a regional liaison between NYSDEC and local, state, and federal emergency response agencies (e.g., fire departments, EPA, FEMA). Collaborate with law enforcement, health departments, and emergency management offices. •Preparedness Planning: develop and update regional emergency response plans, protocols, and readiness procedures. Conduct training exercises and drills to ensure readiness for potential environmental emergencies. •Public and Media Communication: provide public safety guidance during incidents. Coordinate with NYSDEC communications staff to handle media inquiries and public updates. •Regulatory Compliance and Documentation: ensure responses comply with state and federal environmental regulations. Oversee proper documentation of incidents and prepare reports for regulatory agencies. •Training and Mentoring: train NYSDEC field responders and local partners on emergency response procedures. Mentor junior staff on environmental response operations. •Resource Management: manage regional response equipment, supplies, and personnel readiness. Coordinate mutual aid resources when necessary. •Policy Development: contribute to the development of statewide emergency response policies and guidelines. •On-call Duties: often required to be on-call for emergency response outside of standard working hours. The exact daily activities can vary depending on whether the region is facing active emergencies or in a preparedness phase. Generally, the position involves both office-based planning and fieldwork, sometimes in hazardous environments. The Regional Emergency Response Coordinator duties will be about 20% of the total workload. Will be required to attend Monday morning manager meetings at the Regional Office which includes all program managers and the Regional Director.

     

    Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:Promotional: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 2, Assistant Superintendent of Construction, Assistant Engineer (Civil), or Senior Superintendent of Construction.OROpen Competitive: Either 1. four years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight;Or 2. three years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.Individuals may also be eligible via the following, if applicable:Reassignment - Currently in the title and an employee of DECorReinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service at Salary Grade 19 or higher and eligible for transfer in accordance with Civil Service Law.
