    Business Analyst – Bureau of Criminal Identification

     

    The Bureau of Criminal Identification is seeking to fill a Business Analyst who will serve as a liaison between the Idaho State Police (ISP) and the State of Idaho Office of Information Technology Servies (ITS). This position will oversee and assist in the management of the daily operations and performance of the Idaho Public Safety and Security Information System (ILETS) network infrastructure, other ancillary connections, networks, databases and systems, to ensure reliability, security, and efficient functioning. This position will also serve as ISP Information Technology (IT) Liaison, recommending policies and procedures governing IT operations including campus security, building access, and assist in installation of new or upgraded IT needs and requirements.

    Example of Duties:

    • Collaborate with IT teams, ISP, and ILETS network subscribers to ensure reliable and secure, reliable integration of public safety network services with related systems and applications.

    • Perform liaison duties between ISP and external IT partners to ensure technology solutions align with agency and governmental requirements.

    • Support compliance with FBI Criminal Justice Information Services (CJIS) Security Policy and ILETS policy, including security measures for network devices, computer systems, and digital/physical access controls.

    • Develop operational procedures and policies in alignment with program goals and objectives.

    • In partnership with IT service providers, design and plan ISP and ILETS infrastructure, maintain documentation, configuration, and change logs for compliance.

    • Monitor infrastructure performance and security to ensure confidentiality, integrity, and availability of ISP and ILETS systems and data.

    • Provide technical and procedural recommendations on IT systems, security, and compliance to agency leadership.

    • Coordinate identification and resolution of IT, campus security, and compliance events with subject matter experts.

    • Work with business managers and specialists to ensure system functionality meets business requirements and aligns strategically.

    • Organize training for stakeholders to support network stability.

    • Manage projects, including scope, quality, delivery, budget, and resource requirements.

    • Partner with IT departments and business users during maintenance and troubleshooting to ensure effective communication and resolution.

    • This position may make hiring recommendations, assign work, set priorities, evaluate performance, and assess staff training needs.

    MINIMUM QUALIFICATIONS:

    + Good knowledge of Project management.

     

    Typically gained by two years’ experience managing projects involved in determining project scope, developing project goals, timelines, budget, implementation strategies, and measurement methods, and monitoring progress toward goals and project completion.

     

    + Good knowledge of Organizational/business analysis and evaluation.

     

    Typically gained by having successfully completed six semesters’ hours of upper division business-related college coursework AND I have at least two years of full-time professional experience evaluating, analyzing and planning work; OR a Bachelor's degree in Business, Public Administration, Finance or related field; OR at least four years of full-time professional experience evaluating, analyzing. and planning work.

     

    + Good knowledge of Process improvement methodology.

     

    Typically gained by two years’ experience performing requirements discovery, process analysis, and preparation of reports and written documents.

    Desirable qualifications:

    + CompTIA A+ certification

    + CompTIA Security+ or higher equivalent certifications

    + Knowledge of Cloud Systems best practices

    + Knowledge of ITIL Service Management Framework

    + Experience with knowledge-based systems

    + Advanced knowledge of general IT systems concepts best practices

    + Intermediate knowledge of cyber security best practices

    + Good knowledge of FBI Criminal Justice Information Systems Compliance
