This position serves as Program Coordinator of the VA Caribbean Healthcare System's (VACHS) 30-bed, 2-wing Acute Behavioral Health Inpatient Care Unit (ABHICU); ABHICU is a multidisciplinary program serving Veterans at greatest risk to self and/or others. Responsibilities The ABHICU Program Manager is expected to be responsible for the clinical and administrative operation of the unit. Is also responsible for education and training of staff, in conjunction with other VA professionals, to promote the transition from maintenance models of treatment to the contemporary recovery model. The incumbent is expected to adhere to service standards regarding matters of timeliness, accuracy, and compliance with procedures and quantity of work produced. The incumbent must form a cohesive team of staff from a variety of disciplines and supervisory chains of authority to provide an effective, recovery-oriented treatment program. The ABHICU Program Manager maintains primary responsibility for the development and implementation of all Standard Operating Procedures (SOP's). However, the Program Manager must work with several different services and programs (i.e. Social Work, Nursing, Occupational Therapy, Recreational Therapy, Nutrition, and Pharmacy) to develop discipline-specific procedures. The incumbent has oversight and administrative authority over all programming in ABHICU, and participates in program development, implementation, and evaluation. Additionally, the incumbent works closely with Mental Health and Behavioral Health Sciences Service leadership to develop strategic plans for the growth and development of ABHICU. The incumbent is expected to remain engaged with service and hospital activities by serving on committees, participating in workgroups, and engaging in educational activities for staff and trainees. The incumbent also works with the service and hospital Accreditation Committees to ensure that all unit programming, documentation, and the physical environment of care meet or exceed current standards. The incumbent will also be responsible for supervising staff administratively aligned under the Mental Health and Behavioral Health Sciences Service, which may include physicians, psychologists, social workers, and addiction therapists. Work Schedule: Monday through Friday, 7:30am-4:00pm (The incumbent may be required to work various shifts on a permanent or temporary basis based on facility/patient care needs.) Basic Requirements United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. GS-13 Social Worker (Program Coordinator) candidates must have the following: Experience/Education: One (1) year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. In addition to the experience above, the candidate must demonstrate all of the following Knowledge, Skills, and Abilities. (KSAs): Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Physical Requirements: The work requires regular and recurrent standing to perform interventions between different areas within the inpatient mental health unit and throughout the medical center. The work involves sitting in front of a computer, manual dexterity, visual acuity, color vision and the ability to sit and concentrate for long periods of time. Requires intermittent moderate lifting (15-44 pounds); light carrying (under 15 pounds); use of fingers; both hands required; intermittent but possibly prolonged stooping and kneeling; ability to read and comprehend ordinary type and computer screens; ability to hear (aid permitted) and work in an environment with constant noise; working closely with others; high cognitive function required to work in a fast-paced environment with competing priorities without loss of accuracy; emotional stability required to maintain self-control in difficult and stressful situations. Incumbent will be required to wear professional clothing and take safety precautions.
