Our Proposal Manager provides leadership or support on a variety of business development assignments, ranging from highly strategic proposals to the smaller proposals and qualification statements. The ideal candidate will be well-versed in Transportation clients; is organized, accountable, and demonstrates responsibility for meeting deadlines and following through on commitments. Each day will present different activities and opportunities as you help position Jacobs for success in our sales efforts.
When you join us, your leadership expertise will be utilized by overseeing the coordination and preparation of proposals of all sizes, working directly with technical staff; supporting large, strategic pursuits and working under the guidance of senior sales staff.
We’ll ask you to lead and/or support the planning and development of small to mid-sized presentations and interviews. Additionally, you’ll coordinate, write, edit/tailor, and perform research for non-technical proposal sections; ensuring compliance; proactively identifying, communicating, and mitigating potential issues/variances.
As a Proposal Manager, you’ll coordinate and provide direction to graphic designers, publishing technicians, editors, reprographics specialists, and other support staff, independently coordinate with and collect information from teaming partners and subconsultants
As a key member of the sales team, you will apply knowledge of Jacobs’ identity standards, structure, organization, business approach and sales process through preparing and ensuring compliant and timely proposal deliverables by managing the proposal team, including monitoring progress, managing proposal process and schedule, meeting client requirements, and communicating issues/variances.
We’ll ask you to serve as a subject matter expert on, advocate, and actively follow procedures, policies, protocols, and best practices, including standard file management and archiving procedures, as well as branding guidelines.

The final candidate could be located in Reston or Richmond, VA, Philadelphia, PA, Baltimore, MD, Washington, DC, or Chicago, IL.
• Bachelor's degree, preferably in a business, marketing, communication, technical, or other related field
• Excellent verbal and written communication skills, including persuasive writing and proficiency in grammar, punctuation, spelling, and formatting
• Minimum of 5+ years’ experience in proposal management/coordination
• Proposal experience in the engineering, architecture, environmental, and/or construction industries
• Proficiency in Microsoft Office and knowledge of Adobe Creative Suite and Salesforce
• Ability to work in a fast-paced environment
Ideally, you’ll also have:
• Experience managing pursuit teams involving various levels of an organization, including senior to junior-level staff
• Experience with transportation clients in preferably in the Northern or Mid-Atlantic region.
