Responsibilities Serving as a Investigator GS-1810-12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located under the Deputy Director's Office, within the Office of Professional Responsibility. This position will be located in Glynco, GA. The position serves as an Investigator responsible for the planning and operation of administrative investigations with a nexus to FLETC. Typical assignments include: Performing a full range of investigative duties to include planning, conducting, and coordinating investigations related to alleged or suspected administrative misconduct, fraud, or other violations. Investigations involve matters of a sensitive nature and typically range from basic to high complexity based on the type of allegation, number of subjects, and other factors. Typical investigations focus on alleged non-criminal misconduct by students, staff, and contractors such as harassment, fraternization, lack of candor, academic cheating, false claims, retaliation, misuse of resources or position, prohibited personnel practices, time and attendance fraud, unauthorized disclosures, ethics violations, hostile work environment, and policy violations. Reviewing allegations from a variety of sources to identify potential violations and developing an investigative plan. Conducting investigations to develop evidence to prove or disprove allegations of misconduct or violation of Federal law, regulation or policy and procedure. Identifying elements of proof to develop investigative plans and strategies, identifying and collecting evidence, and preparing for and conducting interviews of complainants, witnesses, and subjects of investigation. Providing support to a wide range of inspection, outreach, and oversight activities aimed at improving policy compliance, detecting fraud and systemic vulnerabilities, and enhancing management controls across the agency. Establishing and maintaining liaison with key internal and external stakeholders, including regular outreach to the Human Capital Office (HCO), Office of Chief Counsel (OCC), Participating Organizations (POs), DHS Office of Inspector General, area law enforcement agencies, and others. Serving as the OPR program manager for one or more of the following areas: Anti-Harassment Program; Management Inquiries; and/or Victim-Witness Program. Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level or pay band in the federal service, or equivalent experience in the private or public sector performing the following duties: conducting investigations related to non-criminal misconduct such as harassment, fraternization, lack of candor, academic cheating, false claims, retaliation, misuse of resources or position, prohibited personnel practices, time and attendance fraud, unauthorized disclosures, ethics violations, hostile work environment, and policy violations. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Physical Demands: This position is primarily sedentary in nature, but may require occasionally moderate physical exertion involving movement through training venues, exterior locations, and other workspace to gather information, collect evidence, and conduct investigative activities. Position requires the ability to drive a government-owned or -leased vehicle to perform duties at locations both on and off campus. Work Environment: The position primarily operates in an office setting and other controlled environments (e.g., interview room, conference room, classroom, etc.). The incumbent may operate in active training areas across a large campus where law enforcement training is being conducted, and may be required to conduct interviews, evidence collection, and other activities in outdoor environments involving extreme heat, inclement weather, etc. Such exposure will generally be for limited duration only. Work is generally performed during normal business hours, but may involve occasional overtime, nights, or weekends.
