    POSITION SUMMARY

    This position is responsible for oversight of home health operations provided by Banner Home Care across the Banner system on a statewide/regional basis. Key responsibilities include development and implementation of an effective and efficient operating model, in alignment with market characteristics, and the development and implementation of strategies/tactics and performance metrics to achieve quality, patient experience, and financial targets consistent with system goal of industry leadership. This position provides leadership and direction to Director level leaders and clinical/non-clinical staff with a high degree of collaboration within/across Banner Home Care and the Banner system; serves as a role model to staff across the system representing Banner in a positive manner both within and outside the organization. Ensures home health services are provided in accordance with federal and state licensing and regulatory requirements.

    CORE FUNCTIONS

    1. Provides leadership for the home health service line/division, ensuring the development and implementation of an effective and efficient operating model aligned with market characteristics, and the development and implementation of strategies/tactics and performance metrics to achieve quality, patient experience, and financial targets consistent with system goal of industry leadership.

    2. Supports a system based, integrated post-acute clinical alignment and strategic development via a high level of collaboration with internal/external leaders and stakeholders.

    3. Provides leadership in the development, implementation and evaluation of new and re-engineered programs, service, products and markets, to address the changes in the health care environment. Uses creativity in the delivery of services and products in a highly competitive managed care market. Ensures that planning within the departments is done in a manner to support system strategic direction.

    4. Provides leadership in the delivery of coordinated, integrated patient care through the development and improvement of home health care delivery. Leads the integration of innovation and evidence-based findings into practice. Creates an environment supportive of innovative solutions. Assumes a leadership role, in partnership with physician and organizational leaders, in managing the quality of services provided across the service line. Demonstrates and directs employees in using a systematic approach in analyzing and utilizing data in problem-solving, with a focus on results and the evaluation of outcomes.

    5. Achieves financial targets. Maintains financial accountability while not losing sight of clinical quality and service excellence. Meets all revenue, expense, productivity, and operating margin targets. Provides strategic direction for operations and capital expenditures to all leaders to ensure the highest quality of care at the most efficient cost. Manages the financial and capital resources for the areas of responsibility by monitoring operating revenue and expenses, establishing and maintaining cost control programs and developing and implementing new or revised programs and/or services set out in the business plan.

    6. Collaborates with and utilizes Clinical Assessment and Performance Improvement (CPAI) resources and staff in support of continuous performance improvement. Provides direction for process improvement activities, including the establishment of performance measures to attain optimal clinical, operational, financial and patient experience outcomes and evaluation of utilization patterns and other program outcomes.

    7. Ensures competency of staff through appropriate hiring, training, developing, evaluating, coaching to strengths, and effective performance management. Creates an environment of accountability across the home health service line in the areas of our people, service excellence, and accountability for results and expectations. Consistently remains aware of utilization/demand trends and proactively ensures the appropriate number, competency and skill mix of staff are available to meet demand and growth/capture targets.

    8. Shapes a positive service excellence culture and climate within the home health service line/division; provides leadership and an organizational structure that facilitates the development of a culture of employee engagement and service excellence. Establishes performance standards for leadership and staff to achieve operational targets for patient experience, employee engagement, and employee retention. Ensures home health services are provided in accordance with federal and state licensing and regulatory requirements, and accrediting body standards, as applicable. Performs all functions according to established policies, procedures, regulatory and accreditation requirements, as well as applicable professional standards. Provides all customers of Banner Health with an excellent service experience by consistently demonstrating our core and leader behaviors each and every day.

    9. This position has direct responsibilities for the designated service line/division. This position has full latitude to actively make decisions and choices which adhere to the mission and values of the organization while following all regulatory and internal policies. This position assures operational excellence in providing exceptional clinical and service quality, while operating in a financially responsible manner. This position also assures that the programs and services are clinically integrated within the Banner system in support of system strategies, initiatives, and development goals.

    MINIMUM QUALIFICATIONS

    Bachelor’s Degree in a relevant field or equivalent level of education and experience. Expert-level working knowledge of principles, practices, and operations in assigned or related area of responsibility as normally obtained through a minimum of five years of progressively responsible managerial experience, including a minimum of two years management level experience within a healthcare system setting or large multi-operational, complex corporate environment.

     

    May require current clinical and/or administrator licensure in state of practice based on regulatory requirements and clinical scope. Depending upon assigned area of responsibility, position may require applicable certifications and/or licensures, including but not limited to: RN; MD or DO; Driver’s License; Certified Healthcare Protection Administrator (CHPA); Certified Protection Professional (CPP); Chartered Property Casualty Underwriter (CPCU); Associate in Risk Management (ARM); CPA; SPHR; Registered Health Information Administrator (RHIA); Registered Health Information Technologist (RHIT); Certified Healthcare Facility Manager (CHFM); Certified Facility Manager (CFM); Certified Coding Specialist (CCS); Certified Professional Coder (CPC); JD from an American Bar Association accredited school; admission to a State Bar Association.

     

    Must demonstrate expert-level knowledge and awareness of area of expertise in designated facility, business entity or area and/or experience in which the knowledge, skills, and abilities are directly transferrable. Proven track record of driving successful performance outcomes and accomplishing organizational goals. Must demonstrate skills and business acumen through direct leadership experiences such as: Anticipating and responding to the needs of internal and external customers; managing a budget and financial plans; building partnerships with management, staff, and stakeholders to achieve department goals and objectives; managing problems and situations where uncertainty is inherent; persuading others to adopt a particular stance on an issue; developing and evaluating best practices and emerging trends for organizational applicability and appropriateness; constructing new and innovative solutions for complex and varying problems and situations while considering the larger perspective or context; mentoring and coaching staff by providing open and honest feedback to enhance performance; developing and implementing strategic goals and initiatives that support organizational success; demonstrating excellent human relations, organizational and communication skills; demonstrating a passion about continuously improving and providing high quality care and service excellence to customers, patients, families, employees and/or physicians.

     

    Must be highly computer literate.

    PREFERRED QUALIFICATIONS

    BSN highly preferred for Home Care service line.

     

    Additional related education and/or experience preferred.
